For this role, you can be based in either our Pickering or Mississauga, ON, offices, within a hybrid working environment.
As the Engineering Manager, Regulatory & Engagement, reporting to the Engineering Director, New Build FEED, you will act as both the technical lead and coordinator of all non-design engineering and other specialist work scopes, as well as the people leader for a growing team of innovative and creative discipline-focused technical and regulatory specialists.
The team is in “start-up mode”, so this is a hands-on position, with everyone helping to achieve our commitments, and go above and beyond to impress our clients. Our team will always be the first in the door with potential new build clients, so enabling follow-on large-scale projects for our company and repeat business for ourselves are our goals. As such, this is a dynamic role that requires breadth of perspective and knowledge, along with ability to closely guide and enable the right level and quality of technical work.
Your role within the team:
Technical Leadership
Planning and taking responsibility for the non-design engineering and technical specialist work of the entire team, the technical leadership aspects of the role require you to:
- Be accountable for ensuring delivery of all scopes of work assigned to your team to achieve project objectives within specified timelines and budgets, expected to comprise the following activities:
Regulatory – both nuclear licensing as well as conventional site and environmental permitting.
Safety analysis (both nuclear and conventional) and requirements inputs to design.
Environmental engineering and assessments and associated site options analysis.
Stakeholder engagement – including government, customer, public, and business development team members.
Indigenous engagement. - Coordinate, oversee, and where necessary support the technical work of others performing your team’s core activities.
- Facilitate and drive the integration of all relevant disciplines and specialists for each project, both your own team and resources from other teams or external contractors, into a cohesive effort that proceeds effectively and in an integrated manner from initial customer contact through site licensing and preparation, and beyond (e.g., construction planning, licence to construct development, and procurement early works, etc.).
- Lead the identification and management of programmatic, technical, and operational risks associated with your team’s activities for each project.
- Identify and continually manage the goals, purpose and success criteria for the assigned scopes of work for each project, defining regulatory and engagement strategies and plans for the project.
- Systematically elicit, capture, track, and ensure effective implementation of all regulatory and engagement-related requirements for each project, resolving and recording any conflicts and helping to demonstrate compliance in a suitable manner.
- Ensure compliance with applicable codes, standards and regulations, and supporting the Engineering team in ensuring the adequacy of design for permits, licensing, and compliance with approved plans, as applicable.
- Review and comment on the non-designated technical work performed by your team to ensure suitable scope, accuracy, completeness, and quality of technical information and design documentation.
- Check the work performed by your team meets the quality requirements in accordance with company QA programs and manuals, as well as the specific requirements of the customer and project scope.
- Participate in formal design and other reviews as may be mandated for the design activities.
People Management and Team Development
- The second half of your role requires you to act as the motivator and supporter of the engineers and other specialists in your team, as well as be a key driver of the overall business unit growth jointly with the other senior engineering leads. These parts of your role require you to:
- Work with the Director and other senior leads to develop an ethos of support, mentorship, authenticity, and psychological safety that enables the formation of a cohesive high-performing team.
- Set realistic but suitably challenging goals for your team, keeping them focused on the correct priorities and regularly monitoring their achievements towards those goals.
- Promote and support opportunities for professional development, mentoring, and stretch assignments for your team.
- Conduct performance reviews, provide feedback, and manage team resources effectively.
- Assess workload, manage team resource assignments, support the Director in developing resourcing plans, and participate in recruitment activities.
- Support identification and analysis of relevant and effective project and team key performance indicators and metrics.
- Build and maintain strong relationships with internal and external stakeholders to facilitate successful project outcomes.
- Support business development in the team through delivering quality on-time work, cultivating valued contacts with customer counterparts through technical excellence, and supporting the preparation of estimates and technical write-ups for proposals in your team’s areas of work.
- Identify opportunities for continuous improvement of team and company processes and systems.
- Support the company in implementing process improvements to enhance efficiency, accuracy, and effectiveness in project delivery.

The ideal candidate:
- Degree from an accredited university in a suitable engineering, technological, or science-based program is required, preferably a degree covering cross-cutting topic areas.
- Minimum of 8 years of experience in regulatory, stakeholder and/or indigenous engagement required, with at least 2 years’ experience in nuclear or other highly regulated industry. Regulatory interface management and site licensing experience is preferred.
- Experience in technical team leadership is required, gained through planning, managing, and overseeing required project activities and deliverables.
- Experience in one or more relevant areas is preferred.
- Licensed by a professional engineering organization recognized in Canada is an asset. A licensed Professional Engineer from a Canadian provincial Professional Engineering organization (e.g., PEO) is preferred.
- Technical awareness of all relevant disciplines/specialisms within the team scopes of work is required.
- Proven technical risk and project management skills to allow for the effective planning and tracking of project and team development activities.
- Demonstrated ability to develop early nuclear site licensing and engagement programs from a blank canvas through to completion, identifying potential risks and effective solutions.
- Understanding of the licensing framework and required submissions within the Canadian nuclear industry is required. Knowledge of nuclear and conventional safety regulations, codes, and standards used in new build construction in Canada, the EU (i.e., International Atomic Energy Association, Eurocodes, etc.), and other countries is an asset.
- Demonstrated people-leadership skills and ability to oversee both the work outcomes and personal aspects of team development.
- Effective organizational skills, including demonstrated skill in time management and setting priorities, with proven ability to manage technical activities effectively under tight schedules and budget.
- Knowledge of, and experience working within established nuclear industry quality assurance requirements, procedures, and practices is required.
- Excellent interpersonal skills and the ability to work in a multidisciplinary team environment, as well as communicating and working effectively with external customers and regulator stakeholders.
- Must be eligible for Security Clearance through Public Works and Government Services Canada.
- Must be able to travel to client sites as required, according to specific project needs.
