Role Purpose

We are looking for a Head of Talent Acquisition responsible for leading the Talent Acquisition and Resource Planning functions for NEOM The LINE. This is a leadership position focused on the accurate identification of resource need, the timely delivery of industry-leading talent to The LINE on behalf of the IPMC, and the effective management of key stakeholders to advance the Talent Acquisition and Resource Planning agenda. This position also forms part of the People Services Leadership Team and is responsible for contributing to the strategic direction of the People Services function.

JOB DESCRIPTION

KEY ACCOUNTABILITIES & ACTIVITIES

Resource Planning & Recruitment Delivery

  • Responsible for ensuring the development of an accurate resource schedule for The LINE is developed in a timely manner and managed appropriately in line with the agreed resource planning process for the project.
  • Responsible for the finalization of proposed recruitment allocations to the IPMC recruitment teams, in coordination with IPMC Operations Directors
  • Responsible for the development of Talent Acquisition processes, key performance indicators, and deliverables to facilitate successful delivery against Talent Acquisition demand from the project.
  • Ultimately responsible for the timely delivery against all IPMC Talent Acquisition requirements for The LINE, inclusive of candidate identification, attraction and onboarding.
  • Responsible for the development of accurate real-time reporting initiatives to provide transparency into recruitment activities.

Stakeholder Management

  • Responsible for managing key stakeholder relationships to drive progress against the Talent Acquisition and Resource Planning agenda.
  • Schedule and attend (as required) regular recruitment update calls with functional leadership, and report on progress on a regular basis
  • Act as a regular interface with IPMC Operations Directors to address Talent Acquisition issues as they arise.
  • Maintain an open communication channel with IPMC recruitment leadership to facilitate information exchange and communicate key priorities.
  • Act as a focal point for both IPMC and Project leadership to ensure a ‘best for project’ mindset is maintained throughout the Talent Acquisition process.

Team Management

  • Provide daily leadership, management and operational guidance to Senior Recruitment Managers, a Senior Resource Planning Manager and a Senior Recruitment Operations Manager.
  • Establish, analyze and manage performance against mutually agreed KPIs/SLAs.
  • Act as the point of escalation for all IPMC Talent Acquisition issues.

Strategic Leadership

  • Develop strategic direction of the Talent Acquisition function to ensure the continuation of successful Talent Acquisition and Resource Planning activities.
  • Identify opportunities for continual improvement and drive the development and implementation of key strategic initiatives within the Talent Acquisition function.
  • Contribute to the development of the People Services strategic plan to drive continual improvement in service provision.

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

  • 15+ years of related work experience, including experience leading and managing the delivery of geographically diverse recruitment delivery personnel.
  • Experience spanning recruitment delivery, recruitment operations and resource planning preferred, but not required.
  • Requires extensive knowledge of people best practice, processes and current trends, with expert level knowledge and experience within recruitment.
  • Demonstrable experience leading recruitment delivery on mega-projects within the Civil Engineering/Construction industry is highly preferrable, coupled with a preference to a proven track record operating within a Joint Venture environment.
  • Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific sub-discipline software systems. 
  • Must be capable of conducting focused briefings to all levels of management.  This includes effective problem solving and exercising excellent judgment regarding timing and senior management involvement in significant issues. 
  • Ability to network across departments and key external stakeholders.
  • Must possess exceptional communication and stakeholder management skills.

Qualifications

  • Bachelor’s degree (or equivalent) in an applicable/related field is preferred but not essential.
  • Postgraduate HR Qualification (SHRM, CIPD etc) is preferred but not essential
