Senior Associate / Assistant Manager, HR (Contingent Worker Management / Resident Site Staff)

Overview

To oversee the recruitment, deployment, administration, and welfare of Resident Site Staff (RSS) employed for public works or private construction projects, ensuring compliance with government regulations and consultancy agreements.

Key Responsibilities

1. Recruitment

• Collaborate with project managers to plan manpower requirements, ensuring that the

recruitment process aligns with the project's approved manpower structure as defined by the respective project team and endorsed by the government department or client.

• Manage recruitment processes in line with the RSS Management Handbook 1.

• Ensure staff qualifications and experience meet the standards set by the

Development Bureau.

2. Compensation and benefits

• Ensure employment contracts and ensure alignment with government reimbursement

caps.

• Collaborate closely with the payroll team to ensure that payroll, housing, medical,

and education benefits are administered in accordance with the most up-to-date

guidelines.

• Manage EC claims as and when required.

3. Performance & Compliance Monitoring

• Act as the liaison for the Scheme A training program, coordinating site training

arrangements for graduate engineers participating in the scheme.

• Maintain performance records and handle appraisals using the standard RSS

performance report format.

• Ensure staff complete required safety and integrity training.

• Handle declarations related to conflicts of interest and criminal records.

4. Staff Communication

• Act as the liaison between site staff and management.

• Address staff enquiries and support staff well-being.

• Ensure timely communication of policy updates and site-specific instructions.

5. Documentation & Reporting

• Maintain accurate records of employment, training, and performance.

• Submit reports to government departments or consultants as required.

Qualifications and Skills

• Bachelor's degree or equivalent in Human Resources, Business related discipline.

• 3-5 years of HR experience, preferably in construction and engineering sectors.

• Familiarity with Hong Kong’s public works employment standards and the RSS

Management Handbook.

• Well versed in HK Employment Ordinance and other related regulation.

• Independent, well-organized, with strong communication and inter-personal skills.

• Good team player with commitment to quality work and tight schedule.

• Excellent command of both spoken and written English and Cantonese.

• Complete mastery of computer skills, such as Excel and PowerPoint
