Electrical SME - Roads & Bridges

Overview

The Electrical SME will serve as the technical authority for all electrical engineering aspects of the Projects, providing specialist expertise during design review, construction supervision, testing, commissioning, and handover of electrical infrastructure systems associated with bridges, highways, interchanges, and transportation corridors.

Your role

Technical Leadership & Subject Matter Expertise

  • Act as the lead Electrical Subject Matter Expert (SME) for the Client.
  • Provide technical leadership and engineering guidance to project management, design teams, construction teams, and stakeholders.
  • Review electrical engineering deliverables, designs, specifications, calculations, and technical reports.
  • Provide solutions to complex technical challenges relating to electrical infrastructure systems.
  • Ensure project electrical systems achieve operational, safety, sustainability, and maintainability objectives.
  • Participate in technical governance reviews and engineering assurance processes.

Bridge Infrastructure

  • Architectural and functional bridge lighting systems.
  • Navigation lighting systems (where applicable).
  • Bridge power distribution systems.
  • Bridge monitoring and instrumentation power systems.
  • Electrical systems supporting movable bridge operations (where applicable).
  • Aviation obstruction lighting systems.
  • Emergency electrical systems.

Transportation Infrastructure

  • Highway and roadway lighting systems.
  • Interchange and flyover electrical infrastructure.
  • Intelligent Transportation Systems (ITS) power supply networks.
  • Variable Message Signs (VMS) power infrastructure.
  • Traffic signal electrical systems.
  • Roadside electrical equipment and cabinets.
  • Utility corridors and electrical distribution networks.
  • Underpass and tunnel electrical systems.
  • Utility & Support Facilities
  • Pumping stations.
  • SCADA-connected electrical systems.
  • Fire alarm and emergency systems.
  • Backup power and generator systems.
  • Uninterruptible Power Supply (UPS) systems.
  • Electrical systems associated with landscape and irrigation infrastructure.

Design Review & Engineering Coordination

  • Review concept, preliminary, detailed design, and IFC electrical deliverables.
  • Verify compliance with project requirements, utility regulations, and applicable standards.
  • Coordinate design interfaces with civil, structural, mechanical, utilities, ITS, traffic, and architectural disciplines.
  • Participate in multidisciplinary design reviews and value engineering exercises.

Construction Support & Technical Assurance

  • Provide technical support throughout electrical construction activities.
  • Review contractor shop drawings, material submittals, and method statements.
  • Monitor electrical installation activities and ensure compliance with approved designs.
  • Support construction teams in resolving site-related technical issues.
  • Ensure adherence to project quality standards and installation requirements.
  • Lead resolution of electrical interface issues affecting construction progress.

Lighting Systems Oversight

  • Lead review and implementation of bridge and roadway lighting systems.
  • Ensure compliance with applicable lighting standards and safety requirements.
  • Assess illumination levels, lighting controls, energy efficiency, and operational performance.
  • Review smart lighting and adaptive lighting technologies where required.
  • Support lighting commissioning and performance verification activities.

Utility Coordination

  • Coordinate with utility authorities and service providers for electrical utility interfaces.
  • Ensure utility requirements are properly integrated into project schedules and construction planning.
  • Participate in utility coordination meetings and authority approvals.

Testing, Commissioning & Handover

  • Lead electrical testing and commissioning activities.
  • Review commissioning procedures and testing protocols.
  • Validate system functionality, reliability, and operational readiness.
  • Ensure successful integration of electrical systems with ITS, SCADA, mechanical, and control systems.
  • Support project handover and asset transition activities.

Quality Management

  • Ensure all electrical works comply with project quality requirements.
  • Review Inspection and Test Plans (ITPs).
  • Participate in inspections, audits, and technical reviews.
  • Review non-conformance reports (NCRs) and corrective action plans.
  • Verify electrical deliverables satisfy contract requirements and client expectations.

Asset Reliability & Sustainability

  • Promote energy-efficient and sustainable electrical engineering solutions.
  • Support lifecycle cost optimization and asset reliability initiatives.
  • Assess maintainability and operational efficiency of installed electrical systems.
  • Review operation and maintenance strategies and documentation.
  • Support implementation of smart infrastructure and digital asset management principles.

Risk Management

  • Identify technical risks associated with electrical systems and infrastructure interfaces.
  • Maintain electrical engineering risk assessments and mitigation plans.
  • Support constructability, operability, and maintainability reviews.
  • Provide recommendations to minimize project and operational risks.
  • Participate in project risk workshops and technical reviews.

Health, Safety & Environmental Compliance

  • Ensure electrical systems comply with all project HSE requirements.
  • Promote safe design and installation practices.
  • Review electrical safety measures, lock-out/tag-out procedures, and commissioning safety plans.
  • Support compliance with environmental and sustainability objectives.
  • Promote safe energization and operational readiness processes.

About you

Qualifications

  • Bachelor's Degree in Electrical Engineering.
  • Master's Degree in Electrical Engineering, Power Systems Engineering, or Infrastructure Engineering is preferred.
  • Chartered Engineer (CEng), Professional Engineer (PE), or equivalent professional accreditation is highly desirable.
  • Membership of recognized professional institutions such as IEEE, IET, or equivalent is preferred.

Experience Requirements

  • Minimum 15 years of electrical engineering experience in major infrastructure projects.
  • Minimum 10 years of experience supporting bridge, highway, transportation, or urban infrastructure developments.
  • Significant experience in electrical systems associated with transportation infrastructure.
  • Previous experience on projects exceeding USD 250 million is preferred.
  • GCC and Saudi Arabia project experience is highly desirable.
  • Experience with international consultants, PMCs, government clients, or major contractors is preferred.
