Overview
The successful candidate will be the PMC's subject-matter expert and strategic lead for digital transformation, technology innovation and digitally enabled performance improvement across the programme.
The role will identify, evaluate and drive the adoption of emerging technologies, digital platforms, data-driven solutions and innovative working practices that enhance the performance of both the PMC organization and the O&M contractors.
Working closely with Client leadership, PMC functional teams and contractor organizations, the Performance Manager will establish a structured transformation roadmap and translate emerging technology into practical applications that improve operational performance, asset reliability, passenger experience, safety, cybersecurity, productivity and management decision-making.
The successful candidate will combine strategic thinking with hands-on transformation experience, and will be capable of challenging established practices, developing compelling business cases and taking new ideas from concept through pilot, implementation and benefits realization.
Your role
Digital Transformation & Strategy
- Develop and maintain the programme-wide digital transformation and innovation strategy, aligned with the Client's'operational, asset management and customer-service objectives.
- Establish a practical digital transformation roadmap covering short-, medium- and longer-term initiatives for the PMC and O&M'organisations.
- Identify opportunities to replace manual, fragmented and legacy processes with integrated digital workflows and data-driven solutions.
- Assess organisational digital maturity and identify opportunities for improving technology adoption, data utilisation, automation and collaboration.
- Translate emerging technology developments into practical solutions and proposals relevant to complex operational environments.
- Establish prioritisation criteria for transformation initiatives based on operational value, implementation feasibility, cybersecurity exposure, cost, scalability and expected benefits.
- Develop compelling business cases, option assessments, implementation strategies and benefits-realisation plans for proposed initiatives.
- Provide strategic advice to senior Client and PMC leadership regarding digital trends, emerging technologies and their potential application within the programme.
Technology Innovation
- Continuously scan the technology market for solutions capable of improving operational efficiency, reliability and customer experience.
- Evaluate opportunities involving Artificial Intelligence, machine learning, advanced analytics, predictive technologies, digital twins, IoT/connected assets, intelligent automation, mobile applications and cloud-enabled platforms.
- Identify opportunities for predictive and condition-based maintenance using asset condition, failure and performance data.
- Explore appropriate applications of AI and advanced analytics for incident management, maintenance planning, asset reliability, passenger demand, performance forecasting and management reporting.
- Develop structured proof-of-concept and pilot programmes before recommending wider deployment.
- Evaluate technology proposals submitted by the O&M contractors and provide independent recommendations to the Client.
- Encourage interoperability and avoid unnecessary proliferation of disconnected applications and information silos.
Data, Analytics & Performance Improvement
- Promote a data-driven performance culture across PMC and O&M'organisations.
- Work with performance, operations, maintenance and asset management teams to improve the availability, quality and use of operational information.
- Identify opportunities to integrate information from operational, maintenance, asset, customer and business systems to provide improved performance visibility.
- Support development of executive dashboards, management information systems and analytical tools providing meaningful performance insights.
- Establish mechanisms for identifying trends, recurring failures, emerging risks and opportunities for performance improvement.
- Encourage movement from retrospective reporting towards predictive and prescriptive performance management.
- Define measurable success criteria and KPIs for transformation initiatives and monitor realised benefits against approved business cases.
Cybersecurity & Digital Resilience
- Promote cybersecurity-by-design when introducing new digital technologies and applications.
- Work closely with cybersecurity, IT and operational technology specialists to ensure proposed solutions appropriately consider security architecture, information protection and operational resilience.
- Ensure technology initiatives appropriately recognise the distinction and dependencies between enterprise IT and operational technology environments.
- Support cybersecurity risk assessments associated with system integration, remote connectivity, cloud solutions, IoT devices, third-party applications and data exchange.
- Promote appropriate governance of privileged access, system interfaces, supplier connectivity and technology changes.
- Support assessment of cyber-related risks associated with O&M contractor technology proposals and transformation programmes.
- Encourage digital solutions that strengthen rather than compromise the resilience and availability of critical operational systems.
O&M Contractor Transformation & Assurance
- Challenge the O&M contractors to continually improve their use of technology, digital processes, automation and data analytics.
- Review contractor technology roadmaps and assess alignment with Client objectives and the wider programme transformation strategy.
- Encourage sharing and adoption of proven innovations and good practices across both O&M'organisations where commercially and operationally appropriate.
- Identify duplicated systems, technology gaps and opportunities for improved integration across the wider operating environment.
- Monitor implementation of approved transformation initiatives and escalate delivery, integration or benefits-realisation issues.
- Benchmark contractor digital capabilities against appropriate international practices and comparable complex operational environments.
- Provide independent assurance that contractor-proposed digital solutions deliver demonstrable operational value rather than technology adoption for its own sake.
Digital Governance & Architecture
- Support establishment of programme-wide governance for digital initiatives, technology investments and innovation proposals.
- Define frameworks for progressing initiatives through idea identification, assessment, business case, approval, pilot, implementation, adoption and benefits realisation.
- Collaborate with IT, OT, cybersecurity, data, engineering and operations specialists to ensure technology solutions are integrated appropriately.
- Promote common technology principles, information standards and interface requirements across the programme.
- Support governance of technology vendors, solution providers and specialist consultants where required.
- Ensure digital transformation initiatives appropriately consider scalability, maintainability, interoperability, resilience and whole-life value.
Change Management & Adoption
- Recognise that successful digital transformation requires organisational and behavioural change, not simply deployment of new technology.
- Develop stakeholder engagement and adoption strategies for major transformation initiatives.
- Work with O&M leadership and functional teams to identify operational barriers to technology adoption and develop practical mitigation measures.
- Establish digital champions and communities of practice where appropriate.
- Support development of training, knowledge-transfer and competency-building programmes associated with new technologies.
- Monitor user adoption and ensure intended operational benefits are actually achieved following implementation.
- Promote continuous improvement, innovation and constructive challenge across the PMC and contractor organisations.
Stakeholder & Leadership Engagement
- Act as the programme's senior point of reference for digital transformation and technology-enabled improvement.
- Present transformation strategies, investment proposals, business cases and implementation progress to senior Client and PMC leadership.
- Facilitate workshops with operations, maintenance, engineering, asset management, customer experience, IT, cybersecurity and other relevant functions.
- Engage with external technology organisations, specialist suppliers, research organisations and industry bodies where appropriate.
- Communicate complex technical concepts in clear business language suitable for executive decision-making.
- Build consensus between technical, operational and commercial stakeholders with differing priorities.
