Overview
The Project Controls Director, Cost, Reporting and Estimating will report to the VP PMO, Candu MONARK project and will be a critical resource within the project that is tasked with delivering the first domestic new build in decades. This role demands strategic leadership across all phases of project execution, including planning, team development, contract management, and stakeholder engagement. The Project Controls Director, Cost, Reporting and Estimating will lead a team comprising Cost Controllers, Reporting Analysts and Estimators, and will perform overall program budget control reporting, and estimating in alignment with Candu and corporate standards.
The MONARK program is a dynamic, high-profile initiative influenced by variables such as Government and corporate funding, evolving client directives, and senior stakeholder engagement. The Project Controls Director, Cost, Reporting and Estimating must support the overall strategy and navigate numerous stakeholders, ensuring the organizational structure supports Monark program execution. Success in this role requires not only technical expertise but also visionary leadership and stakeholder influence.
Your role
Project Cost Control, Reporting and Estimating:
Oversee overall program budget management, cost control, internal/external reporting, engineering-phase estimating, and ongoing refinement of the total installed cost (TIC) estimate.
Lead all aspects of contract and project change control, including governance of the Change Controls Board and oversight of subcontractor/vendor change administration.
Team Leadership & Coordination :
Build, lead, and mentor a high‑performing Project Controls and Estimating team while fostering collaboration and clear communication among all stakeholders.
People Management :
Maintain supervisory organizational structure and oversee career development of assigned project personnel.
Recruit, interview, and select staff with appropriate skills; coordinate with functional managers to implement training and development programs.
Make informed decisions on human resource matters, working closely with Labour Relations to resolve performance issues.
Contract Change Management :
Manage all aspects of contract Change administration, including scope, change management, and subcontractor/vendor oversight.
Ensure compliance with and governance standards.
Performance Monitoring & Reporting :
Establish and maintain KPIs and reporting protocols to assess project health, ensuring compliance with contract, corporate, and stakeholder requirements.
Procurement & Supply Chain Management :
Oversee procurement progress, reporting and change control ensuring governance and compliance throughout the supply chain.
Stakeholder & Regulatory Interface:
Serve as the primary liaison for stakeholders, ensuring transparency and alignment, while ensuring full compliance with corporate ethics, cybersecurity, import/export regulations, IP protection, and security clearance requirements

About you
Project Controls Experience :
15+ years of experience in Project Controls within construction, manufacturing, or engineering services, with strong understanding of project delivery methods including earned value, critical path scheduling, subcontract/prime contract management, procurement, and supply chain processes.
Leadership & People Management:
Proven ability to build, inspire, and manage high‑performing teams; experienced in overseeing direct reports in a functional support model; demonstrates initiative, decisiveness, accountability, and strong judgment..
Safety, Integrity & Professionalism:
Leads by example with high standards for Health & Safety and Nuclear Safety Culture; demonstrates integrity, trust, responsibility, and the ability to perform under stress while maintaining safety and quality.Communication & Relationship Skills:
Excellent organizational, communication, and customer‑facing skills, with strong oral and written abilities; effective at stakeholder engagement, delegation, and sharing knowledge as a collaborative team player.Education & Certifications:
BSc in Engineering required; MBA and PMP certification are assets; must demonstrate customer focus, teamwork, and the ability to work across multiple locations including Mississauga (Sheridan Park) and supplier/project interface sites.

The project team are predominantly located in our Sheridan Park offices in Mississauga.
Various other work locations (suppliers, project interfaces) as required.
