We are seeking an experienced environmental professional for a mid-level NEPA Planner position on our NEPA planning team in Texas.

The ideal candidate for this position will apply their knowledge of the NEPA, planning, state, and federal regulatory processes to contribute to our Texas Department of Transportation (TxDOT) projects, as well as various NEPA projects in the state and around the country. The candidate will prepare or coordinate the preparation of all levels of NEPA and TxDOT planning documents and technical studies and provide quality assurance/quality control of NEPA and planning documents prepared by in-house staff or outside consultants. The candidate also will coordinate with resource and environmental permitting agencies, local stakeholders, and members of the public.

Additional skills desired involve familiarity with TxDOT Environmental Toolkit, strong task management skills, effective communication skills, and ability to work successfully in both collaborative and self-directed settings. The exceptional candidate will have experience with freight planning and/or traffic noise modelling.

How will you contribute to the team?

  • Preparation and review of NEPA and planning documents and oversight of documents prepared by other staff and consultants.
  • Coordinate in-house technical tasks for compliance with baseline schedules.
  • Evaluate impacts from transportation projects on the built, cultural and natural environment.
  • Contribute to traffic noise modeling and studies.
  • Contribute to freight planning studies.
  • Coordinate with design professionals and overall project team to identify fatal flaws, schedule delays, opportunities for schedule acceleration or recovery, and opportunities to avoid or minimize impacts.

What will you contribute?

  • Bachelor’s degree in Environmental Management, Planning, Engineering or a related field.
  • 5-10 years of related experience.
  • Demonstrated working knowledge of NEPA, including coordination of supporting technical studies.
  • Similar environmental consultation experience related to transportation projects with TxDOT and/or other linear projects (including projects with federal and state funding) preferred.
  • Aptitude for maintaining a professional attitude and attention to detail while working alone, within a team environment, and/or on multiple projects, simultaneously.
  • Excellent technical writing, computer, and verbal communication skills with clients and colleagues.
  • Strong organizational, task and time management, deductive reasoning, and analytical skills.
  • Experience working on Environmental Assessments, Section 404, Section 106, Section 4(f), Planning and Environmental Linkage, etc...
  • Proficiency with the MS Office suite of software.
  • Ability to visit project sites if necessary.
  • Eligible candidates must have a valid driver’s license.
  • Certified with TxDOT in 2.14.1 or possess the qualifications to get certified preferred.
  • Local candidates are preferred for this position.
  • Proficiency with Traffic Noise Modeling (TNM) is a plus.
  • Familiarity with schedule management software a plus.
  • AICP Certification desired.
