Under direction of the Cities Market Lead, wins and manages large, complex projects and programs for significant municipal clients. May involve the management of multiple projects simultaneously. Typical projects might include owner’s representative or program management engagements of large capital programs; major construction management engagements; alternative delivery project oversight; and large-scale capital infrastructure technology implementations. Responsible for mentoring project staff associated with highly sophisticated and unconventional projects. Projects of this magnitude generally involve over $5 million annually in net revenue and require very specialized expertise or experience of the individual.

Responsibilities include but are not limited to:

CITIES MARKETING AND CLIENT MANAGEMENT.

  • Supports development of the new Cities Market within the ISBU and cooperates with other Business Units, Business Development & Strategy, and the Technical Professional Organization.

  • Responsible for developing and maintaining positive client relations with existing clients and building new relationships with others.

  • Develops, implements, and monitors annual and strategic marketing plans for targeted projects; participates in the development of Strategic Plan.

  • Actively pursues, investigates, and evaluates new or expanded opportunities for associated projects and services within the firm by maintaining contacts with current and prospective client decision makers.

  • Maintains visibility by actively participating in civic and professional organizations and encourages project staff to do the same.

CITIES PROJECT PRODUCTION AND PROGRAM MANAGEMENT.

  • Leads the launch of new Cities programs and complex projects across target Cities within AtkinsRéalis’ US markets.

  • Builds and leads “Tiger Teams” or other small groups that can help establish new programs and projects for our clients and work side by side with local AtkinsRéalis teams during program launch.

  • As “Local Advisor,” mobilizes to the location of the project/program as needed to ensure successful launch; this may include frequent travel to project location or temporary relocation to project location at expense of AtkinsRéalis.

  • Instills best practices within blended Staff-Consultant teams for management of program scope, schedule, and budget.

  • Assists project staff in developing work plans; reviews and approves schedules, budgets, project milestone dates, and work products. Works closely with the TPO to staff projects based on client/project needs.

  • Oversees financial performance of projects.

  • Monitors and enforces compliance with established quality control standards, ensuring that appropriate quality assurance activities are being performed throughout the project. Reviews QC plans and periodic QA compliance audits.

  • Assists assigned project staff in facilitating work sharing with other operating units. Secures resource support from other operating units. Establishes work sharing commitments and negotiates outsourcing budgets with technical managers.

EDUCATION AND EXPERIENCE

Bachelor's degree in field of practice. Graduate degree preferred. Management coursework and/or Masters of Business Administration or Masters in Public Administration a plus.

This level may be achieved by technical professionals or managers with fifteen years of experience since B.S. or fourteen years since M.S., with at least two of these years in the Senior Program Manager position with highly complex project management responsibility.
 

PROFESSIONAL REGISTRATIONS

Professional registration in field of practice is required, if available, e.g., P.E., A.I.C.P., R.A., or R.L.A. Certification as a "Project Management Professional" (PMP) or "Certified Construction Manager" (CCM) desired within one year of assuming this position.

General competencies expected of all Professional and Managers are as follows: Client Service, Commitment, Communication, Innovation & Continuous Improvement, Professionalism, Quality, and Teamwork.

Travel to project sites and company/client offices throughout the country is required.
