AtkinsRéalis seeks an energetic and highly motivated self-starter to join our team in our Alexandria VA or Calverton MD office as an Owner’s Agent/Representative for potential DC area utility client having specialized focus and experience with vertical infrastructure such as treatment plant, pump station and reservoir design.

How will you contribute to the team?

As the Owner’s Agent/Representative for the client on vertical infrastructure projects the role will:

  • Represent the interests of the client with the purpose of achieving their goals and objectives.
  • Confirm the projects meet the client’s requirements, budget, schedule and regulatory agency guidelines.
  • Serve as the central point of contact between the client, establishing lines of communication between architects, engineers, contractors, testing agencies, other utility providers and municipal authorities.
  • Facilitate and guide a delivery method assessment to determine what CIP projects will be delivered using collaborative delivery, and what contracting method will apply.
  • Guide project delivery acceleration and optimization through bundling and various other best practices related to delivery.
  • Establish project definitions by developing procurement, defining contract language, reviewing procurement, and assisting in negotiations and overseeing PDB or CMAR through program delivery.
  • Support delivery method decisions that accelerate the program and mitigate the client’s risk.
  • Engage with operations and maintenance (O&M) stakeholders, ensuring input is solicited and documented at appropriate stages of the project lifecycle, with a particular emphasis on design lock-in at the 30% design phase of the project.
  • For future progressive design-build (PDB) projects, provide full project and construction management support.
  • For construction manager at risk (CMAR) projects, share with the design engineer non- overlapping construction management duties.
  • Drive project delivery by defining scope of work, coordinating with project team members and external stakeholders, and managing challenges and opportunities.
  • Develop and implement strategies and best practices related to quality (including construction management and inspection), process, permitting, and other aspects of collaborative delivery.
  • Report project progress, schedule, budget/cost, and risk management. Lead review boards that manage change, claims, and dispute resolution. Leverage lessons learned across the program to continually advance the client’s collaborative delivery maturity.
  • Develop delivery method assessment and criteria that prioritize PDB.
  • Articulate project definition by developing procurement, defining contract language, reviewing procurement, and assisting in negotiations and overseeing PDB or CMAR through program delivery.
  • Work with selected PDB or CMAR to enforce completion of P&IDs and control descriptions and Project HAZOPs prior to design lock-in at 60%.
  • Develop and maintain a risk register for each project.
  • Work with the client’s procurement/project controls and legal counsel to update the front-end documents in going from design-bid-build (DBB) to PDB.
  • Undertake workshop to discuss ways that PDB could be applied to linear projects to accelerate schedule.
  • As Owner’s Rep WPM to conduct chartering and partnering sessions, etc., with the PDB contractor for effective teamwork and program delivery.
  • Planning processes for effective change management in PDB environment.
  • WPM SMEs will provide input in improving the PDB process throughout the life cycle.
  • Ensure effective teamwork between contractor and the client as owner’s representative.
  • Identify and implement methods of accelerating procurement and construction of projects by bundling projects into larger packages for IDIQ contracts with an approved not-to-exceed limit.
  • Implement collaborative delivery of projects through PDB or CMAR instead of traditional DBB. Ensure contractor selection is based on qualifications and not just lowest cost responsive and responsible bidder.
  • Streamline the permitting process by engaging the jurisdictional agencies early in the project during the design phase.
  • Ensure the selected contractor is informed of all the permitting requirements that are particular to the District of Columbia and require the contractor to have an experienced permit specialist on the DB team to help navigate the process.

What will you contribute?

  • B.S. (M.S. preferred) in civil, environmental, chemical or mechanical engineering from an ABET accredited program.
  • Ideal candidate will have 10 years of progressive technical design experience within the consulting industry.
  • Experience with alternative delivery methods.
  • Experience in giving presentations for clients and professional organizations.
  • Affiliation and active participation with organizations such as Water Environment Federation and American Water Works Association.
  • Excellent speaking, presenting, and writing skills.
  • Strong technical background and experience in pump station and reservoir design.
  • Candidates must thrive in a team environment and have proven interpersonal skills, public speaking and persuasive ability.
  • Local, regional and/or national recognition as an industry leader with a publication record, engagement in national associations, and conference presentation experience a plus.
  • Registered Professional Engineer (PE) or ability to obtain it within six (6) months of hire.

Expected compensation range is between $101,419 - $169,000 annually OR $49.00 - $81.00 hourly depending on skills, experience, and geographical location.
