Senior Engineering Program Manager

The Senior Engineering Program Manager will report to and be accountable to the Engineering Director for the Pickering RFBR project. This role involves providing programmatic support to Project Engineering Managers and overseeing engineering services subcontracts, including commercial entities and infrastructure subcontracts. The Senior Engineering Program Manager will play a crucial role in resource management, training and mentorship, project objectives and KPIs, staff performance, and project execution.

Your role within the team:

Resourcing -

  • Develop a resource forecast for the assigned work scope based on input from Project Engineering Managers (PEMs), including skills, capabilities, and durations aligned with unionized agreements.
  • Support recruitment solutions to meet resource forecast demands.
  • Foster healthy relationships with Engineering Directors from other projects and Engineering Excellence to obtain timely support from Subject Matter Experts and share staff.

Training and Mentorship -

  • Provide and implement a technical framework across scopes for employee training and mentorship.
  • Foster the development of new hires, cross-training, and niche skills development between work scopes.
  • Mentor and/or organize mentoring of staff to maintain and improve performance and capabilities.
  • Ensure training and qualification records are up-to-date and required training and qualifications are completed on time.

Project Objectives and KPIs -

  • Develop measures for the health of engineering delivery and personnel proficiency.
  • Track, analyze, and develop/execute plans to improve project-targeted Key Performance Indicators and objectives.

Staff Performance and Performance Reviews -

  • Provide day-to-day interpretation and application of negotiated agreements with bargaining agents as they affect the rights, obligations, and working conditions of employees.
  • Oversee staff performance measures, including providing meaningful feedback, improving performance, recognizing and rewarding achievement, and taking disciplinary steps when warranted.
  • Support PEMs in resolving project-related human resource issues and, as appropriate, with Functional Engineering.

Project Execution -

  • Oversee the implementation of engineering subcontracts and technical vendor relationships, including AR Engineering Services and global work groups.
  • Provide overall technical delivery of the engineering change and work packages per the approved project and client quality program requirements, project scope, and schedule.
  • Implement a graded approach to integrate AR Engineering Services work products for the project.
  • Support the integration of technical scopes with construction, procurement, project control across various disciplines involved, and with the client.

The ideal candidate:

  • Bachelor's degree in engineering (Civil, Mechanical, Electrical, or related field); a master's degree is preferred.
  • Professional Engineer (P.Eng) designation in Ontario.
  • Minimum of 10 years of experience in engineering management, preferably within the nuclear or power generation industry.
  • Proven track record of leading multidisciplinary engineering teams on large-scale projects.
  • Strong knowledge of engineering principles, practices, and standards.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to work effectively in a fast-paced, dynamic environment and manage multiple priorities.
  • Strong problem-solving and decision-making abilities.

Preferred Skills -

  • Experience with refurbishment or major capital projects in the nuclear industry.
  • Familiarity with OPG's processes and standards.
  • Project management certification (PMP or equivalent).
