We are seeking a Senior Program Manager (FEMA Grant Program) to join our team, preferably in the Washington, DC area (open to other US locations). The Senior Program Manager provides support for strategy marketing and leadership, in pursuing and executing FEMA Grant Contracts.

About You:

You will leverage your experience with FEMA’s HMA, HMGP, and BRIC Programs as well as your previous leadership roles in procuring and leader projects with FEMA and other Federal agencies.  

How your experience will contribute to the team:

Marketing and Client Management

  • Develop, implement, and monitor annual and strategic marketing plans for targeted projects; participate in the development of Strategic Plan.
  • Pursue, investigate, and evaluate new or expanded opportunities for associated projects and services within the firm by maintaining contacts with current and prospective client decision makers; identify and work toward the resolution of client relation problems.
  • Review proposal teams: review and recommend project marketing budgets subject to approval by senior management.
  • Maintain and strengthen client relations with existing clients and build new relationships with others. Serve as a point of contact to client and act as a liaison between management and clients on advanced program related issues. 
  • Prepare and deliver presentations on behalf and in support of the client’s program. 

Project production and management

  • Assist project staff in developing work plans; reviews and approves schedules, budgets, project milestone dates, and work products.
  • Oversee financial performance of projects; assist project staff in identifying potential problems to ensure remedial actions are promptly taken to avoid financial losses and client dissatisfaction.

Contracts and financial

  • Conduct contract negotiations with clients and sub-consultants.
  • Recommend operational budgets for approval by senior management. Review and make decision on proposed project budgets.
  • Monitor monthly performance against budget to ensure project profitability.
  • Manage assignments involving large complex projects made up of highly sophisticated and specialized technical components generating annual net revenue between $5 million to $20 million annually.

Internal staff administration

  • Assist management team in identifying staffing needs and the hiring/compensation process based on future workload and projections for project staffing.
  • Manage indirect reports from the Technical Professional Organization selected for staffing projects and support mentoring and evaluation of these staff.
  • Management of staff as the team continues to build in size and scope.

Role Requirements

  • Bachelor's or Master’s degree in Planning, Finance, Disaster Management, Economics, or related field,
  • 15 plus years’ experience with FEMA or similar federal agency grant programs and administration.
  • Relevant experience in marketing and strategic planning.
  • Experience in managing large program contracts, leading large diverse teams.
  • Briefing Executive Leadership on business plans and growth strategies.
  • Experience with direct client management and experience effectively delivering on project goals.
  • Excellent oral and written communication skills.
  • Ability to multitask in a fast-paced team environment.
  • Program Management Professional (PMP) or ability to acquire certification within 6 months.
  • Proficient computer skills (including MS Word, MS Excel, PowerPoint; Adobe Acrobat Professional).
  • Ability to prioritize and manage multiple projects in a changing work environment.
  • Ability to work independently and/or on a team.
  • Comfortable interacting with Clients and Client Stakeholders.
  • Proficient computer skills (including MS Word, MS Excel, PowerPoint; Adobe Acrobat Professional)
