We are seeking a Procurement Manager to join our team in Houston, TX, to lead and work on various Construction projects.

How will you contribute to the team?

  • Provides subcontract administration support to program/project management.
  • Develops NDAs and Teaming Agreements with subcontractors.
  • Prepares RFPs, reviews and analyzes subcontractor’s proposals, negotiates subcontracts, and administers subcontract agreements.
  • Assists with new business proposals and performs subcontract administration on existing IDIQ subcontracts/Task Order with Firm Fixed Price and Cost Reimbursement subcontracts of high dollar value, risk, creativity, and complexity.
  • Assists program/project managers with Federal Acquisition Regulation (FAR) or State law and regulation interpretation and interfaces with subcontractor’s contracting personnel for administration purposes - Provides cradle to grave subcontract administration.
  • Prepares RFPs and reviews and analyzes proposed estimated labor rates and material costs, negotiates specifications/statements of work, price, and other contractual provisions with subcontractors.
  • Ensures subcontractor completes reps and certs.
  • Works with proposal teams in the planning and execution of new business price proposals, cost narratives, and pricing strategies.
  • Provides advice and counsel to business counterparts and less experienced procurement staff.
  • Works with program/project management, reviews the performance, progress, and supplier deliveries. Recommends corrective actions as necessary including secondary/alternative source development.
  • Prepares sole source selection justification as needed.
  • Analyzes and monitors subcontractor performance; evaluates service/product offerings and specifications; performs sites visits as required and resolves discrepancies.
  • Works with subcontractor’s contracting personnel to resolve contractual matters.
  • Supports contract budgeting, cross-functional teams, and performs subcontract closeouts.
  • Ensures all subcontract documentation is complete and accessible in company repository to include the subcontract and all pertinent sign-off documentation and work papers.
  • Provides advice on and interpretation of subcontract requirements.
  • Prepares NDAs and teaming agreements.
  • Coordinates with program/project managers to ensure subcontract requirements are met to include but not limited to Small Business Subcontracting Plan reporting and Subcontract reporting.
  • Assists in the development and compliance of internal subcontract administration policy.
  • Participates in special projects.
  • Performs such other duties as the supervisor may from time to time deem necessary.
  • Complexity (Variety or uniqueness of tasks; relative difficulty or importance of work performed; size of unit supported, etc.):
  • Performs work that involves applying acquired and diversified knowledge and experience in subcontracts administration and the coordination of related activities.
  • Decision-Making (Supervision received; independent judgment or initiative; consequence of error):
  • Exercises independent judgment in the analysis of subcontractor’s proposals, determines subcontract requirements, negotiates and assists in awarding subcontracts, and determines compliance needs. Receives direction on objectives, complex administrative problems and possible solutions.
  • Work Direction Given to Others (Titles and number of personnel; type of direction given):
  • May give work direction to junior staff and/or non-exempt personnel.
  • Internal Contacts (Required interaction/relationship with others within the organization):
  • Interfaces with program/project team members as well as Legal and Finance & Accounting professionals and administrative staff.
  • External Contacts (Required interaction/relationship with others outside the organization):
  • Frequently contacts subcontractor’s contracting personnel to coordinate the flow of records.

What will you contribute?

  • Minimum of ten years relevant experience which must be related to subcontract administration. An MBA is a plus. Experience with multiple contract types and performance-based contracting is required.

Special Skills:

  • Good analytical and organizational skills.
  • Ability to perform mathematical calculations, to understand contract plans and specifications, organize information, and effectively utilize PC and applicable software.

  • Job requires the ability to process paper/electronic documents and operate computer keyboard and 10-key adding machine. Ability to communicate effectively and work under the pressure of deadlines.

Expected compensation range is between $120,000 - $190,000 annually depending on skills, experience, and geographical location.
