Permit to Work Coordinator

Your role

  • Manage and maintain the PTW system for all track and system‑related construction activities.
  • Review and obtain approval on permit applications, ensuring completeness, accuracy, and compliance with project and regulatory safety requirements.
  • Verify that high‑risk activities (electrical, confined space, hot work, energized systems, lifting, track access, etc.) have valid permits before work starts.
  • Coordinate permit scheduling with engineers, supervisors, and subcontractors.
  • Maintain an updated log of all active, suspended, and closed permits.
  • Ensure PTW processes comply with WorkSafeBC, Transport Canada, and project‑specific safety standards.
  • Confirm supporting documents (JHA/JSA, SWP, isolation plans, LOTO procedures) are attached to each permit.
  • Validate that isolation and lockout procedures are implemented before issuing permits for energized work.
  • Monitor work sites to ensure compliance with permit conditions and safe work practices.
  • Suspend or revoke permits when unsafe conditions or deviations are observed.
  • Coordinate PTW requirements for track installation, signaling, communications, and traction power systems.
  • Ensure safe work interfaces between civil, track, electrical, and systems teams.
  • Verify that personnel accessing track corridors hold required training and follow rail safety protocols.
  • Support testing, commissioning, and energization by managing relevant permits.
  • Conduct field inspections to verify compliance with PTW rules.
  • Audit subcontractor PTW performance and ensure corrective actions are implemented.
  • Maintain accurate records of permits, isolations, inspections, and deviations.
  • Prepare weekly PTW performance reports/dashboards for leadership.
  • Review risk assessments and JHAs for all permitted activities.
  • Ensure hazard controls (barriers, grounding, LOTO devices, spotters, etc.) are in place before work begins.
  • Participate in incident and near‑miss investigations related to PTW activities.
  • Recommend improvements for recurring PTW‑related risks.
  • Communicate daily, Weekly PTW status, conflicts, and constraints to project and construction teams.
  • Participate in coordination meetings to align PTW requirements and SIMOPS (Simultaneous Operations) with work schedules.
  • Support emergency response drills for track and system environments.
  • Act as a liaison during incidents involving PTW‑controlled work.
  • Advise the Joint Occupational Health & Safety Committee on PTW compliance.
  • Promote a strong safety culture and reinforce the importance of PTW integrity across all teams.

About you

  • High School Diploma or equivalent (mandatory); additional technical or safety education is an asset.
  • Construction Safety Officer (CSO) Certification or equivalent safety designation.
  • 5–7 years of experience in construction safety, PTW coordination, or field supervision on large‑scale infrastructure or rail/transit projects.
  • Experience coordinating with multidisciplinary teams (electrical, mechanical, track, systems and other Cos.).
  • Proficiency in Microsoft Office and ability to manage PTW logs, documentation, and digital permit systems.
  • Strong working knowledge of Permit to Work processes, isolation/LOTO procedures, and high‑risk construction activities.
  • Familiarity with heavy equipment operations, electrical systems, confined space protocols, and rail corridor safety.
  • Valid Class 5 Driver's License (mandatory).

Expected compensation for this role is (between Pay Range $75,700 - $126,100 annually) (Only Applicable to British Columbia). Base salaries are determined according to several parameters like skills, experience, and potential impact on the role.
