Overview

This position is a member of the Finance team of the Canada Line Operation (fully automated public transit railway connecting Vancouver to Richmond and Vancouver to Airport). Reporting to the Director of Finance, the Manager Procurement will be responsible for the regular execution of procurement services to ensure business requirements are met. Leading the Procurement team, this role is accountable for sourcing and awarding a wide variety of procurement contracts and monitoring deliverables of contracts within company policies, procedures and governance. This position works closely with all department heads to ensure the company's procurement, inventory, supply chain management are met in a cost effective and efficient manner.

Your role

  • Lead the Procurement team in daily execution of essential and incidental procurement services.
  • Oversee Supply Chain Management of goods and services and ensure that Supply Chain Management is effective in supporting business requirements.
  • Oversee strategic sourcing of goods and services from key suppliers to maintain and improve profitability of key projects such as Major Maintenance and all expansion projects.
  • Develop and maintain procurement and business system policies, procedures and internal controls to sustain compliance with ISO management system standards, including internal compliance with Atkins Realis procurement audits.
  • Ensure procurement of services follows all company policies (Bill 198, ISO 9001, 14001, 45001, 50001, Code of Ethics etc.)
  • Oversee bid and tender processes including request for quotations, evaluation recommendation, award, and implementation.
  • Oversee warranty and inventory management.
  • Responsible for the Contracts Management processes to ensure contract components, terms and conditions are delivered in full and on time and that contracts are fulfilled by all vendors and suppliers.
  • Ensure quality and delivery targets are met by vendors and subcontractors and maintain the supplier evaluation process
  • Assist in the drafting, reviewing and negotiating a wide range of service/goods contracts.
  • Identify deliverables, Key Result Areas and Key Performance Indicators for each contract.
  • Collaborate with the Contracts Specialist to optimize supply agreements/contract terms to realize internal budget and revenue targets.
  • Accountable for Supply Agreement / Contract Management Plans to ensure all aspects of the contracts are met.
  • Ensures vendor relationships and performance value is sustained.
  • Ensure quality, cost and delivery targets are met by vendors and subcontractors.
  • Collaborate and partner effectively with senior management by offering contracting subject matter expertise and best-practices.
  • Develop and implement cost reduction plans in conjunction with suppliers and departments.
  • Monitor all non-conforming items and warranty with vendors/subcontractors, taking appropriate corrective action as necessary.
  • Perform alternative analyses to support procurement strategies for supply and service contracts.
  • Assist management in bid and tender processes including requests for quotation, evaluation recommendations, awards, and implementation.
  • Manages performance and delivery of results from the Buyers and Jr. Buyers.
  • Addresses performance issues as necessary to maintain a high level of service delivery to internal and external clients.
  • Ensures critical procurement functions are properly executed in support and partnership with internal departments in contributing to overall objective achievements.
  • Develop and complete RFQ/RFP documents as required.
  • Provide thorough and timely review of documents drafted by other parties.
  • Maintain accurate, accessible and complete records of contracts.
  • Work with stakeholders to ensure contracts and PO requirements are delivered.
  • Coordinate progress review meetings for the contracts.
  • Maintains current knowledge of federal and provincial tax legislations.
  • Prepare and disseminate information regarding contract status, compliance, modifications, etc.
  • Ensure all work is completed with safety as a paramount concern.
  • Other duties as assigned.

Safety Responsibilities:

  • This role has no significant safety aspects, but the incumbent is expected to follow safety policies and procedures.

Environmental Aspects:

  • This role has no Significant Environmental Aspects associated with it, but the incumbent is expected to follow Company Policy relative to all matters pertaining to the environment.

About you

  • SCMP/PMAC designation and bachelor's degree or equivalent in Business discipline.
  • Minimum 5 years' experience in railway or similar industry in a specialized procurement or supply chain role.
  • Minimum 5 years' experience managing a team of Procurement or Supply Chain personnel.
  • Strong leadership skills and previous experience managing staff under a collective bargaining agreement.
  • Minimum of 5 years' experience using a computerized purchasing and inventory management system, such as J.D. Edwards/SAP systems and internal controls.
  • A valid Class 5 unrestricted driver's license or the ability to travel and visit vendor sites.
  • Excellent negotiation, results driven, verbal, written communications skills, interpersonal and leadership skills.
  • Extremely meticulous, organized, detail-oriented, strong blend of business acumen approach to work and strong technical background.
  • Effective multi-tasking with excellent time management and organizational skills.
  • Proficient in MS Office, SharePoint.
  • Preference for candidates with ERP System experience such as JDE, SAP.
  • Successful track record dealing with suppliers, subcontractors, and cost reduction strategies.
  • Confidence and enthusiasm when communicating with suppliers and internal stakeholders.
  • Ability to work well under pressure to meet tight deadlines within team environment.
  • Experience in competitive bidding project execution.
  • Strong knowledge of accounting principles and PST/GST.
  • Quick learner, detail oriented with strong planning and analytical skills.
  • Management in a unionized environment will be considered an asset.
  • Academic background in Engineering will be considered an asset.
  • A combination of education and experience may also be considered.
  • Expected compensation for this role is between Pay Range $120,000 - $135,000 annually. Base salaries are determined according to several parameters like skills, experience, and potential impact on the role. Internal and external competitiveness are also taken into account in our offers.
