Project Engineering Manager - Instrumentation and Control

, Overview

The Project Engineering Manager is a member of the Project Management Team (PMT) on the Cernavoda 1 Refurbishment (C1 Refurb) project, responsible for leading a group of I &C engineers and designers engaged in design activities such as specifications, procurement, verification and validation related to instrumentation and control systems. The Project Engineering Manager oversees the execution of design and technical activities in a project delivery environment in accordance with industry standards and established governance. The Project Engineering Manager will report to the VP - C1 Refurb project.

Your role

  • Managing the design process from concept to preliminary to detailed design.

  • Planning and executing work consistent with quality, cost, and schedule requirements.

  • Coordinating and oversight of instrumentation and control design activities related to the completion of fundamental design for a nuclear power plant.

  • Coordinating the design interface between the Nuclear Steam Plant (NSP) and balance of plant (BOP) portions of a nuclear power plant.

  • Working with assigned staff to find optimal solutions to project challenges.

  • Providing technical guidance to staff, as appropriate.

  • Ensuring that work is conducted in accordance with applicable Engineering and Quality Assurance procedures, and in accordance with the contract, applicable specifications, technical requirements and approved Engineering Plan.

  • Interfacing with stakeholders, including Engineering peers, Modelling, Procurement, Construction representatives, and prospective equipment and/or system vendors, to ensure system designs meet performance, safety, and regulatory requirements, and that the resulting designs are constructable, operable, and maintainable.

  • Ensuring department deliverables are produced in accordance with budget, schedule, quality, and technical requirements.

  • Ensuring that staff assigned to tasks/deliverables are qualified to perform their duties in accordance with the approved Engineering Plan for the C1 Refurb project.

  • Approving engineering documents and deliverables.

  • Removing barriers that could impact safety, quality, cost, and schedule performance.

  • Participating in the preparation of commercial proposals and approving the technical content of proposals prepared under their direction.

  • Forecasting resource demands for the assigned work scope, including required skills, capabilities, and durations and hiring or redeploying staff as needed by the forecast demands

  • Working with marketing and other business groups to maintain and improve client relationships and offerings.

About you

  • Bachelor's degree in electrical or related field from an accredited University.

  • Registered Professional Engineer in the Province of Ontario with good standing.

  • 10+ years of experience in Instrumentation and Control Design.

  • 5 years nuclear and/or CANDU technology experience is an asset.

  • 5+ years of experience in leading engineering teams.

Knowledge, Skills, and Abilities

  • Knowledge and experience in developing system architecture, control philosophies, specifications, panel designs, and field instrumentation selection.

  • Demonstrated capability in delivering complex I&C system designs from concept through detailed engineering.

  • Knowledge of CANDU technology or Canadian nuclear licensing/regulatory processes is considered a strong asset.

  • Proficiency in control system platforms (e.g., DCS, PLC, SCADA) and associated configuration/validation activities.

  • Knowledge of instrumentation for safety systems and control/ process systems.

  • Knowledge of specification, design, and analysis of nucleonic instrumentation systems and equipment such ion chambers, fission chambers, flux detectors is an asset.

  • Experience in developing specifications and procurement of field instrumentation such as pressure, temperature, flow and level transmitters, sensors and switches and nuclear grade sensors.

  • Working knowledge of/experience with the CSA, IEC, IEEE, and suites of standards pertaining to Instrumentation

  • Strong analytical, problem‑solving, and troubleshooting skills in multidisciplinary project environments.

  • Experience delivering an overall plant control system design of a power production facility is an asset.

  • Experience working within a Quality Management System (CSA N286), and quality standards (CSA N299).

  • Commercial acumen, with experience in procurement, contracts, supply chain, and/or logistics.

  • Experience and capability in regulatory communications in a regulated industry is an asset.

  • Station operations and/or station maintenance experience in a plant controls faculty is an asset.

  • Excellent communication and interpersonal skills.

  • Excellent organization and time management skills.
