Overview

AtkinsRéalis is looking for Senior GIS Specialist (6 months Contract) to support the Master Plan governance and operations—maintaining authoritative trackers and controlled documentation, producing decision-ready mapping, supporting compliance/deviation reviews through spatial analysis, and coordinating updates to the MP GIS Portal to ensure a single trusted source of truth.

Your role

  • Maintain Master Plan (MP) governance trackers and controlled document registers (PCPs, Scope Sheets), including version control, audit trails, and structured filing.
  • Manage Temporary Plot Plan tracker, GIS layers, and outputs; issue updated trackers/maps to agreed reporting cycles.
  • Prepare and maintain subdivision maps/trackers and charter map packs (e.g., DG1/DG2) aligned to latest approved MP materials and templates.
  • Provide spatial analysis for deviation, compliance, and NOC reviews (overlays, constraints/clash checks) with clear written and graphic findings.
  • Review, QA/QC, and improve KROKI templates and issued KROKIs (layout, attribution, symbology, referencing).
  • Coordinate survey data tracking (coverage/status/gaps) and review incoming MP GIS packages against DC standards/schemas; document compliance and corrective actions.
  • Produce publication-quality mapping for governance communications (presentations/BOD packs) and coordinate validated updates for publication to the MP GIS Portal.

Deliverables (expected outputs)

  • Current MP Official Documents Tracker and controlled folders (PCPs, Scope Sheets, maps).
  • Updated PCPs/Scope Sheets with traceable links to GIS layers and registers.
  • Temporary Plot Plans and up-to-date tracker/layers.
  • Subdivision and charter map packs (incl. DG1/DG2) suitable for governance review.
  • Spatial review outputs (written + graphic) supporting deviation/compliance/NOC decisions.
  • Final KROKI templates/KROKIs; survey activity matrix and survey status maps.
  • MP GIS package compliance assessments; presentation/BOD map packs.
  • Validated datasets/inputs coordinated for publication to the MP GIS Portal.

About you

Essential

  • 15+ years' professional GIS experience in complex, multi-stakeholder environments.
  • Experience supporting urban planning/urban design outcomes, including master planning governance or development-control workflows.
  • Strong capability maintaining authoritative spatial datasets, registers, and document control processes.
  • Advanced spatial analysis (overlays, constraints mapping, clash/conflict identification) and decision-ready outputs.
  • Experience working within multidisciplinary teams.
  • Demonstrated experience supporting urban planning or urban design outcomes, including master planning governance or development control style workflows.
  • Strong capability in maintaining authoritative spatial datasets, registers, and document control processes.
  • Advanced GIS mapping and spatial analysis skills, including overlays, constraints mapping, and clash or conflict identification.
  • Experience working within multidisciplinary teams and providing clear, decision ready outputs.

Technical

  • Strong hands-on experience with Esri platforms (ArcGIS Pro) and enterprise/portal publishing environments.
  • Confident CAD-to-GIS workflows, layer management, attribution, and spatial referencing.
  • Experience in Plot Record Sheets (PRS) or Development Control Regulation Sheets (DCRS).
  • Excellent cartographic production (templates, print layouts, consistent map series outputs).
  • High competence with tracker-based working (e.g., Excel registers) and structured reporting.
  • Strong QA/QC discipline (validation, version control, auditability).
  • Experience on major master planning programmes in Saudi Arabia or the GCC.

Desirable

  • Familiarity with deviation/compliance/NOC-style governance workflows.
  • Experience coordinating survey deliverables and integrating survey outputs into GIS.
  • Working knowledge of BIM-to-GIS alignment for coordination checks.
  • Arabic language capability.
  • Immediate joiner preferably.

  • Clear communicator who can translate GIS outputs into planning-relevant insights.

Working arrangement

  • Full-time, on-site at client Site Offices in Riyadh for the initial 12 weeks.
  • Standard working week aligned to project office expectations, with flexibility to meet governance deadlines and board cycles as required.
