Traffic Management Center (TMC) Operations Manager

Overview

We are seeking a Traffic Management Center (TMC) Operations Manager to join our team in Austin, TX. The TMC Operations Manager is responsible for leading the day-to-day operations of the TMC. This role will provide operational leadership, staff development, stakeholder coordination and strategic oversight of traffic management activities.

Your role

  • Lead and oversee daily Traffic Management Center (TMC) operations to ensure safe, efficient, and uninterrupted traffic management services.
  • Manage, mentor, and evaluate Shift Leads and Operators, fostering a high-performing and customer-focused team.
  • Develop and maintain staff schedules to ensure appropriate operational coverage, including special events, severe weather incidents, and emergency situations.
  • Monitor operational performance and drive compliance with Service Level Agreements (SLAs), Key Performance Indicators (KPIs), Standard Operating Procedures (SOPs), and TxDOT requirements.
  • Serve as a trusted advisor to TxDOT and transportation partners by providing operational guidance, performance insights, and recommendations for continuous improvement.
  • Coordinate with public safety agencies, transportation partners, and TxDOT stakeholders to support incident management and traffic operations objectives.
  • Lead recruitment, onboarding, training, coaching, and performance management activities for TMC personnel.
  • Develop, update, and maintain operational procedures, response plans, and training materials to reflect evolving technologies, policies, and best practices.
  • Audit and evaluate TMC operations, personnel performance, and incident response activities to identify opportunities for improvement.
  • Support emergency operations by providing leadership during critical incidents and remaining available for urgent operational needs outside of normal business hours.
  • Oversee the review and enhancement of Intelligent Transportation Systems (ITS) response plans and operational workflows to ensure consistency with TxDOT standards.
  • Identify and recommend operational improvements, technology enhancements, and ITS upgrades that improve safety, mobility, and overall system performance.
  • Build and maintain strong working relationships with TxDOT staff, Traffic Incident Management (TIM) partners, and other stakeholders across the Austin District.
  • Provide technical expertise related to freeway operations, traffic management strategies, traffic signals, and transportation systems.
  • Serve as an operational leader on the TMC floor when needed and ensure continuity of operations during supervisor absences.

About you

Minimum Qualifications:

  • Minimum 3 years' experience within the past 5 years supporting TMC operations or similar environment.
  • Demonstrated supervisory or lead worker experience in a TMC, operations center or similar environment.
  • Knowledge of freeway management system concepts and operations, traffic flow principles and procedures, electrical/electronic and design procedures, applicable TMS-related computer applications and operations and implement emergency response procedures.
  • Experience leading teams and making sound decisions, while working in a high-paced and high-pressure environment.
  • Proven ability to recruit, train, mentor, evaluate and develop operational staff.
  • Experience addressing employee conduct, attendance, and performance issues.
  • Strong customer service skills with the ability to communicate professionally and effectively via radio, telephone, email, and in person.
  • Excellent oral and written communication skills, including the ability to coordinate and collaborate with public agencies, emergency responders, and external stakeholders.
  • Proven experience managing performance according to Service Level Agreements (SLA), Key Performance Indicators (KPI), or similar operational metrics.
  • Ability to analyze operational data, identify improvement opportunities, and recommend process or technology enhancements.
  • Ability to work on-site and remain available for urgent operational issues outside of normal business hours.

Additional information

Expected compensation range is between $105,000 - $135,000 annually depending on skills, experience, and geographical location.
