Education & Experience:

• Bachelor’s  Degree  in  Engineering,  Architecture,  Construction  Management,  or Technical Writing/English from an accredited institution.

• 15 plus years  of  experience  in  technical  writing,  scope  definition,  and  documentation development, including:

• Minimum 5 years in a PMCM/PMC, consultancy, or contracting environment

• At least 3-5 years of GCC experience, preferably on infrastructure, mixed-use, or mega-projects

• Demonstrated  ability  to  develop  RFP  scope  content,  tender  documentation,  and contract deliverables for multi-package projects

Skills & Expertise:

• Lead or support preparation of:

• Scope of Services, Employer’s Requirements, and Scope Clarification Notes

• Deliverable matrices, work breakdown structures (WBS), and technical specifications

Align scope content with:

• Project objectives, procurement strategy, and contractual obligations

• Inputs  from  multiple  stakeholders  (design, technical, cost,  risk,  legal,  and operations)

Interface with:

• Design consultants, technical leads, and contract managers to gather and translate technical inputs into clear, structured scope language

• Commercial and legal teams to ensure scope consistency with contract clauses

• Track  and  incorporate  scope  changes,  clarifications,  and  assumptions  into  final documents

• Compile  and  format  scope  sections  within  full  Request  for  Proposals  (RFPs),  Bid Documents, or Prequalification Packages

Support creation of:

• Scope maps, package boundaries, interface diagrams, and project narratives

• Ensure consistency across multiple CPs and alignment with Master Scope Strategy

Maintain:

• Master scope logs, assumption registers, and review comments logs
