JOB TITLE:Permitting Subject Matter Expert, Energy and Infrastructure Projects
LOCATION: Raleigh, NC
What is your impact?
Are you ready to shape the future of energy infrastructure by leading the permitting strategy behind some of the most transformative EPC projects in the U.S.? As a Permitting SME, you will play a critical role in enabling the successful delivery of complex infrastructure projects—from substations and renewable energy installations to data centers and rail electrification.
What will you do?
Tender / Pre-Award Stage
Early Identification & Assessment
Evaluate project scope and location to determine required permits and identify relevant AHJs (local, state, federal agencies, utilities, zoning boards, etc.).Permitting Matrix Development
Create and maintain project-specific permitting matrices detailing permit types, responsible agencies, timelines, and associated risks.Bid & Proposal Support
Advise proposal teams on permitting risks, costs, and schedules. Provide input to bid documents and clarify EPC responsibilities related to permitting.Stakeholder Engagement
Initiate early contact with AHJs to understand permitting requirements, timelines, and potential challenges.
Execution / Post-Award Stage
Permit Acquisition & Tracking
Lead the preparation, submission, and monitoring of all permit applications under EPC scope to ensure timely approvals for construction and commissioning.Agency Coordination
Act as the primary liaison with AHJs, managing inspections, responding to inquiries, and addressing revisions or additional requirements.Compliance Oversight
Ensure adherence to all permit conditions during construction, including environmental, safety, and operational requirements (e.g., stormwater, air quality, floodplain, SPCC, SWPPP).Documentation Management
Maintain accurate records of permits, correspondence, and compliance documentation. Ensure all permits are current and updated as needed.Risk Mitigation
Proactively identify and resolve permitting risks or delays. Escalate critical issues to project leadership when necessary.Training & Guidance
Provide permitting guidance and training to internal teams, subcontractors, and stakeholders to ensure alignment and compliance.Process Improvement
Develop and refine permitting processes, templates, and best practices for scalable, nationwide application.
Who you are?
Bachelor's degree in planning, Environmental Science, Engineering, Construction Management, or a related field
7+ years of permitting experience in EPC, construction, or energy infrastructure projects
Deep understanding of federal, state, and local permitting processes, codes, and regulations (e.g., EPA, FEMA, DOT, TCEQ, local building departments, utilities)
Proven ability to identify AHJs and manage multi-jurisdictional permitting for large-scale projects
Strong project management and organizational skills, with the ability to prioritize and manage multiple deadlines
Excellent communication skills for interfacing with agencies, stakeholders, and internal teams
Skilled in interpreting technical documents, regulatory requirements, and permit conditions
Proficient in using permitting databases, tracking tools, and document management systems
