Job Title: Head of Site HSE

Location: Stuttgart, Germany

Overview:

As a leading engineering company delivering turnkey substation solutions, we are seeking a Head of Site HSE to provide strategic HSE leadership across Central Europe. This role is responsible for driving a strong safety culture, ensuring compliance with legal, client, and company requirements, embedding HSE standards throughout project delivery and site operations, and supporting safe, sustainable, and high-performing execution across the full project lifecycle.

Objectives of the role

  • Maintain HSE governance across the function: Establish and maintain an effective HSE governance structure across the business.

  • Implement Linxon HSE policies, processes and procedures: Drive consistent implementation of Linxon HSE standards, processes and minimum requirements across offices, projects and sites.

  • Support compliance with parent organisation requirements: Ensure that relevant HSE expectations, governance requirements and assurance obligations flowing from Linxon's parent organisations are understood, translated into regional practice where applicable, and integrated into business and project activities.

  • Assure reporting, investigation and close-out: Ensure HSE reporting is robust and that incidents, near misses and follow-up actions are investigated thoroughly and closed effectively.

  • Cascade lessons learned: Ensure lessons learned from incidents, audits and observations are communicated and embedded across the Central Europe function. Manage risk and support safe delivery: Ensure HSE risk identification, assessment and controls are applied at all stages of the internal value chain and project lifecycle.

  • Lead assurance and site support: Provide site support through audits, inspections, reviews and coaching, and verify compliance of contractors and project teams with legal, client and company requirements.

  • Drive behavioural improvement and capability: Promote continuous improvement through leadership, awareness campaigns, training and targeted HSE initiatives across the region.

  • Ensure effective line management of the HSE function through direct reports: Provide clear leadership, direction and accountability through direct reports, set expectations, build capability, review performance, and plan HSE resource coverage on a risk basis to meet regional and project needs.

  • Set and monitor project-based HSE objectives and targets: Establish clear project-based HSE objectives and targets and monitor delivery through regular stakeholder engagement and weekly project HSE reviews, taking timely corrective action where needed.

  • Manage HSE data and performance reporting: Ensure HSE data is maintained accurately and consistently, support timely reporting and analysis of performance trends, and use data insights to drive learning, assurance and continuous improvement across Central Europe and the wider function.

  • Support the global HSE function and collaborate with leadership: Work in close collaboration with the Global HSE Manager and Linxon leadership to align regional priorities with global expectations, support functional initiatives, share learning and performance insights, and contribute to the continued development of HSE across the business.

Positioning in the Organisation:

The role sits within the Central Europe business, reporting to the Country Manager and working in close alignment with the wider global HSE function. It supports regional operations, project delivery teams and functional stakeholders, and includes direct or indirect leadership of project, regional and, where applicable, line-managed HSE resources.

Position Parameters

The role requires regional travel and a working pattern that combines site presence with office or home-based activity according to business needs. Depending on organisational requirements, the role may also include management of direct reports within the HSE function.

Performance is typically measured through the effectiveness and sustainability of HSE leadership and support, delivery of agreed objectives, project and site safety performance, effective close-out of actions, team effectiveness, and confidence from operational and client stakeholders. Performance is also measured through achievement of annual PDR objectives and targets.

Education and Professional Qualifications:

  • Fluent in German and English (min. C1)
    Degree level education in a relevant discipline, or equivalent practical HSE management experience.

  • Recognised HSE qualification appropriate to the region, with preference for higher-level diploma or equivalent professional certification.

  • Membership of a recognised professional HSE institution is desirable.
