Arthur is an Associate Director in Environment within the Water Management Consultancy, home‑based in South Yorkshire. He’s been with AtkinsRéalis for 26 years and has 33 years’ experience in the water and environmental sector, supporting major regulatory and investment programmes across the UK water sector.

Where regulation meets delivery

Arthur’s work sits at a point most people in the water industry never see, the boundary between regulators and water companies, where complex environmental, economic and engineering considerations have to be turned into investment decisions that actually work. This work informs regulatory framing and supports investment planning decisions.

His focus is on wastewater and environmental regulation, particularly the risks from emerging pollutants, trade effluent management and industrial discharges. The work spans everything from individual site‑level issues through to system‑wide water quality and catchment performance, often under significant regulatory scrutiny and with compliance and substantial investment implications.

Tools used across an entire industry

What sets Arthur’s career apart is the scale at which his work has been adopted. He and his team have developed tools and methods that aren’t just used on AtkinsRéalis projects, they’re used across the UK water industry and used within regulatory and investment processes. 

These include the Source Apportionment GIS (SAGIS) water quality model, pollution inventory environmental reporting systems, and various trade effluent tools, all supported by UK water companies collectively. He co‑developed the UK Chemical Investigations Programme and has helped manage it for the last 25 years, working alongside the Environment Agency, Defra and Ofwat, informing national evidence bases and regulatory approaches. 

“The most rewarding aspect is developing methods and tools that are taken up across multiple organisations and used within regulatory processes and investment planning.”

This contribution to industry‑wide research has established evidence bases that underpin new modelling methods applied nationally. Rather than analysis being limited to individual projects, Arthur’s work creates consistency in regulatory submissions and investment planning across the sector. It’s one of the reasons AtkinsRéalis is recognised as a technical leader by both regulators and water companies.

Collaboration as both the challenge and the reward

Arthur recognises what makes the work hard: integrating engineering, economic and regulatory perspectives into approaches that are practical while being robust enough for regulatory scrutiny. That means developing collaborative approaches to deal with uncertainty, incomplete data and competing priorities, while still supporting clear, defensible decisions.

Arthur highlights the strength of the Global Technology Centre capability in supporting efficient delivery at programme scale, and the culture of knowledge‑sharing that helps the team translate innovation into practical outcomes.

A career built on influence, not just delivery

With over 26 years at AtkinsRéalis, Arthur’s career has moved from a technical R&D focus into leading multi‑disciplinary programmes, developing tools and methods used industry‑wide, and building close working relationships between water companies and their regulators. He’s developed expert witness capability deployed in both mediation and litigation, gained international experience, and been closely involved in evolving how services are delivered, from early digital tools through to today’s AI‑enhanced approaches.

When asked what he’d say to someone considering joining, Arthur’s answer is characteristically focused on what matters: the opportunity to think beyond the project.
