Overview
We are looking for applications from individuals to join our Site PMC team who are keen to play an integral role in delivering an iconic building project in Hong Kong.
Your role
- Based in the Site Office as assigned by the AtkinsRealis (AR) and report to the PMC's Contract Administrator ("CA") and the Client;
- This is a leading role of the RSS Team with staff of multi-professions formed with other Project Consultants that requires close collaboration with the Client and day-to-day dealing with senior and construction staff of the Contractors / Sub-contractors / Suppliers on-site or off-site as required and necessary;
- Represent the CA as necessary with the scope agreed with the AR;
- Ensure compliance of the Works, equipment, material and method statements by the Contractors / Sub-contractors / Suppliers with reference to the Works contracts, associated statutory / utilities requirements and the applicable construction contract management and administrative procedures;
- Lead and manage the RSS Team formed with other Project Consultants as assigned by the AR to supervise the execution of the construction Works with regard to quality by proactive and effectively monitoring and ensure the quality of the Works meets applicable contract requirements and standards, and ensuring the necessary checking by the RSS that the Contractor implements and ensures compliance with the Quality Assurance, Safety and the Environmental Systems applicable to the Works;
- Lead and manage the RSS Team to monitor and ensure the satisfactory progress and completion of the Works including chairing regular contract and progress meetings with the Contractors / Sub-contractors / Suppliers with attendance of PMC, the Client, Project Consultants, concerned stakeholders of the Client, Government departments and utilities companies as required and appropriate;
- Regularly report to the AR or his/her delegated staff the progress of the Works, key safety, technical and environmental matters and propose solutions;
- Input to the management and maintenance of the Project Risk Register held by the Contractors / Sub-contractors and ensure the early identification, elimination and/or mitigation of the risks through regular reporting to the AR or his/her delegated Client staff;
- Assist the PMC to prepare and submit regular executive dashboard and project management reports to the AR in a manner that can proactively report construction progress and identify issues with proposed solution for the AR and concerned stakeholders of the Client to realize the situation and make timely decision;
- Resolve problems encountered in the execution of the Works and assist CA and other Project Consultants to provide site records and facilitate the Client and/or concerned stakeholders in handling and resolving the contractual claims and/or dispute with the Contractors in a timely and efficient manner and prior to mediation, adjudication, arbitration and/or litigation;
- Prepare and handle day-to-day correspondence to the Project Team and the Contractors;
- Ensure maintenance of contemporaneous records by the RSS Team;
- Liaise with other Project Consultants in the execution of the Works and ensure full visibility to the critical items;
- Drive progress on site, design delivery from Design Consultants as well as their role in the timely inspection and approval of prototypes, samples and the like to ensure the quality of the Works during construction and for the life span of the buildings and systems;
- Provide strategic advice (e.g., related to risk as noted above and buildability) to the AR and Project Team;
- Have a sensitivity to the ambitions of the Client and to their cultural significance to Hong Kong
- Attend and chair meetings with the Project Team, the Contractors / Sub-contractors and concerned parties of the Works contracts and provide input and record where required;
- Present confidently and clearly to the Client and manage Contractors / Sub-contractors / Suppliers on organisational, technical, construction and commercial issues, with support from PMC and other Project Consultants.
- Effectively communicate with concerned stakeholders and third parties including associated Government agencies as necessary and directed by the AR or his/her delegated Client staff; and
- Perform any other duties from time to time as the AR may reasonably direct.

About you
- Possess a recognized University Degree and/or Post-graduate Degree in Architecture, Building, Structural Engineering, Construction Management or equivalent;
- Have membership of an appropriate professional institution or equivalent;
- Have at least 20 years of post-qualification relevant experience including the construction and site team management of high-end and complicated building projects in Hong Kong or Macau, of which 10 years should be in a senior management position;
- Preferably possess prior experience as Chief Construction Manager or Chief Resident Architect;
- Have proven record in the delivery of high-end and complicated building projects and ideally of art and cultural venues in Hong Kong or Macau;
- Extensive experience in construction project management and conversant with building and construction regulations in Hong Kong;
- Extension experience in managing project programme, quality issues, health and safety, environmental and risk during construction and handover;
- Practical experience in supporting CA and Project Quantity Surveyor Consultant in assessment of Contractors' contractual and EOT claims of major building projects.
- Team management skills and experience and an ability to establish, maintain and develop working relationships in culturally diverse teams working under challenging circumstances with significant oversight and reporting needs;
- Understand the role of facilities management and life cycle operation and maintenance requirements of high-end and complicated buildings;
- Experience with risk identification, assessment, resolution and management; and
- Have excellent oral and written communication skills in both English and Chinese and interpersonal skills.
