Overview

The Rail Portfolio Lead provides enterprise-level leadership for AtkinsRéalis' Rail business across assigned clients, and will be accountable for strategy, portfolio performance, market positioning, and senior client relationships.

The role is pivotal to advancing AtkinsRéalis' contribution to Saudi Vision 2030 and major national rail programmes with key clients, including Saudi Arabian Railways (SAR), Royal Commission for Riyadh City (RCRC), and PIF Development Companies (Qiddiya, etc.).

The postholder operates as a regional market shaper, strategic integrator, and trusted advisor to clients, governments, and internal leadership.

Your role

Strategic Market Leadership

  • Define and own the growth strategy with assigned clients, aligned to:
  • AtkinsRéalis global rail strategy.
  • Regional transportation and infrastructure growth priorities.
  • Saudi Vision 2030 and national transport agendas.
  • Shape AtkinsRéalis' long-term position across KSA rail ecosystems, including:
  • SAR (freight, long-distance passenger, logistics rail).
  • RCRC (Riyadh Metro, future urban transit expansion).
  • PIF Development Companies (Qiddiya – Primary Urban Access, Vertical Links, Grand Central Station, Q-Express).
  • Anticipate market shifts, procurement models, and investment cycles, translating insight into actionable portfolio and investment decisions.
  • Act as a visible external thought leader representing AtkinsRéalis at industry forums, government engagements, and strategic events.

Client Leadership & Trusted Advisor Role

  • Lead and maintain C-suite, ministerial, and authority-level relationships across assigned rail clients.
  • Serve as Executive Sponsor on priority clients and flagship rail programmes.
  • Position AtkinsRéalis as a strategic advisor, not only a delivery partner, particularly across:
  • National rail strategies and masterplanning.
  • Programme delivery models.
  • Systems integration and digital rail.
  • Sustainability, ESG, and decarbonised transport.
  • Lead major pursuits, negotiations, and strategic partnerships, ensuring alignment of risk, value, and long-term client outcomes.

Portfolio Performance & Delivery Oversight

  • Hold regional accountability for the Rail portfolio's:
  • Revenue growth and margin performance.
  • Risk, opportunity, and contractual governance.
  • Delivery consistency and technical excellence.
  • Provide senior oversight and challenge on assigned mega and complex programmes, including KSA giga-project interfaces.
  • Ensure alignment with AtkinsRéalis governance, safety, ethics, and quality standards across all rail engagements.
  • Intervene decisively where portfolio or project performance is at risk.

KSA Rail Strategy Alignment

  • The role specifically ensures AtkinsRéalis' Rail portfolio aligns with and adds value to KSA national priorities, including:
  • Saudi Arabian Railways (SAR):
  • Freight corridors, logistics integration, passenger network expansion.
  • Asset management, systems, and operational readiness.
  • Royal Commission for Riyadh City (RCRC):
  • Existing Riyadh Metro optimisation and future network growth.
  • Transit-oriented development and multimodal integration.
  • PIF Development Companies.
  • The postholder aligns AtkinsRéalis capabilities to national delivery models, localisation requirements, and long-term operational outcomes.

People, Capability & Culture Leadership

  • Lead and inspire senior rail leaders across KSA.
  • Build critical capability in:
  • Rail systems and integration.
  • Major programme management.
  • Digital rail, data, and smart mobility.
  • Advisory and early-stage shaping services.
  • Champion local talent development and nationalisation agendas, particularly in KSA.
  • Create a high-performance, inclusive, and collaborative culture aligned to AtkinsRéalis values.

About you

Essential

  • Senior executive experience in rail or major transportation infrastructure.
  • Demonstrated leadership in KSA rail market.
  • Track record managing large, complex, multi-country portfolios.
  • Strong understanding of government-led rail programmes and giga-project environments.

Desirable

  • Experience engaging with SAR, RCRC, PIF DevCo's, or equivalent national authorities.
  • Exposure to PPPs, systems integration, or operator interface models.
  • Chartered Engineer or equivalent professional standing.
