Overview
We are seeking a senior Requirements Manager to lead requirements management activities within the Systems Engineering and Integration team for a major, complex railway infrastructure program.
This role carries direct accountability for how requirements are translated into an executable, controllable engineering baseline across the project lifecycle. Positioned at the interface between the Client, engineering disciplines, and project delivery functions, the Requirements Manager ensures that requirements are defined, challenged, structured, and managed in a way that supports delivery certainty, affordability, risk control, and long term system performance.
Leading a team of Requirements Analysts, the successful candidate will ensure that stakeholder, system, and subsystem requirements are clear, coherent, traceable, and usable by engineering teams, and that they remain aligned as the project evolves. The role actively supports engineering development, system integration, verification, testing, and commissioning, and plays a key part in change management and impact assessment, providing decision makers with a clear understanding of implications across the system.
Strong judgement, the ability to influence outcomes, and clear technical communication with senior client representatives and large multidisciplinary teams are essential. The role operates in alignment with ISO 15288 and EN 50126 principles, with a focus on practical application in a live project environment.
Your role
Strategic & Client Leadership:
- Act as the primary interface with the Client on requirements interpretation, alignment, clarification, and negotiation.
- Serve as the primary point of contact with the Integration Committee for new requirements review, comments, and recommendations, including initiation and governance of the Internal PRS Change Process.
- Provide strategic oversight of requirements evolution to ensure alignment with project objectives, commercial constraints, risk posture, and system integration priorities.
- Support informed decision-making by clearly articulating impacts of requirements and changes on cost, schedule, risk, and system performance.
Requirements & Change Management:
- Lead and structure requirements elicitation activities, in close coordination with the development of the System Requirements Specification (SRS).
- Lead the production and control of SRS baselines, including planning, inputs collection, progress monitoring, and reporting to senior stakeholders.
- Oversee the full lifecycle of requirements, from stakeholder needs through system and subsystem allocation, ensuring quality, consistency, and end-to-end traceability.
- Drive structured change impact assessments in collaboration with Configuration Management, Systems Integration, and discipline leads.
- Ensure requirements are effectively linked to verification, testing, and commissioning strategies, enabling efficient downstream delivery.
Team & Cross-Functional Leadership:
- Lead, mentor, and develop the Requirements Analysts team, setting clear priorities, standards, and performance expectations.
- Establish and maintain robust requirements management practices, governance, and ways of working across a large, multidisciplinary project environment.
- Collaborate closely with engineering disciplines, systems integration, safety, assurance, testing, commercial, and project management teams to ensure alignment and delivery focus.

About you
- Degree in Engineering, Systems Engineering, or a related discipline.
- INCOSE ASEP/CSEP certification considered a strong asset.
- Experience in complex infrastructure or integrated system projects, preferably in the railway or transportation sector.
- Experience with requirements management tools, preferably DOORS Next Generation.
- Demonstrated experience leading a technical team and operating effectively within very large, multidisciplinary organizations.
- Proven capability in change management, impact assessment, and supporting executive-level technical decisions.
- Solid knowledge of requirements management practices aligned with ISO 15288 and EN 50126.
- Strong strategic mindset, with the ability to balance technical excellence, delivery pragmatism, and commercial considerations.
- Excellent analytical skills, attention to detail, and ability to synthesize complex technical information.
- Highly effective stakeholder management and influencing skills, including with senior client representatives.
- Strong communication skills in English and French, with exceptional attention to vocabulary, semantics, and clarity of message.
