Cost Manager/ Senior Quantity Surveyor

Gurgaon, Haryana, Haryāna, India | Noida, Uttar Pradesh, India

Overview

This role is responsible for end‑to‑end commercial management of infrastructure projects, covering contract administration, cost planning, change control, measurement, and procurement. The position ensures accurate cost reporting, contractual compliance, and effective stakeholder coordination to deliver projects on time, within budget, and in line with industry standards.

Your role

  • Contract & Payment Management.
  • Prepare, review, and certify interim payment applications and invoices.
  • Administer contracts using systems such as CEMAR, including workflow automation and compliance tracking.
  • Manage final accounts, including reconciliation, negotiations, and project close-out reporting.
  • Compensation Events & Change Management
  • Perform initial assessment and triage of compensation events, ensuring alignment with NEC4 contractual requirements.
  • Monitor and track design and construction changes, preparing detailed cost impact analyses.
  • Develop cost estimates for variations and contribute to value engineering initiatives to optimize project costs.
  • Cost Planning & Reporting
  • Prepare and deliver comprehensive commercial and cost reports.
  • Develop monthly cost reports, including:
  • Budget vs. actual analysis
  • Contract commitments
  • Expenditure tracking
  • Cash flow forecasts
  • Cost-to-complete projections
  • Support cost assurance and governance processes across all project stages.
  • Conduct benchmarking and rate analysis using market intelligence and internal cost databases.
  • Measurement & Quantification
  • Measure and quantify works based on design drawings, specifications, and benchmarks.
  • Perform quantity take-offs in accordance with recognized methods such as the International Method of Measurement (IMM).
  • Prepare Bills of Quantities (BoQ) following international standards including:
  • MMHW.
  • RMM.
  • CESMM4.
  • NRM.
  • Tendering & Procurement.
  • Prepare comprehensive tender documentation, including:
  • Bills of Quantities (BoQ).
  • Scope of works.
  • Technical specifications.
  • Terms & conditions.
  • Drawings and HSE requirements.
  • Support bid evaluation processes by:
  • Preparing comparative statements.
  • Assisting in technical and commercial evaluations.
  • Compile and organize cost estimates, proposals, and supporting documentation for tender submissions.
  • Stakeholder Collaboration.
  • Liaise with clients, consultants, contractors, and internal stakeholders to ensure cost accuracy and resolution of commercial issues.
  • Collaborate with QS and Assistant QS teams, including effective delegation and workload management.
  • Participate in project meetings, ensuring timely delivery of all commercial outputs and deliverables.

About you

  • 2–12 years of relevant experience in infrastructure projects.
  • Bachelor's / Master's degree in Civil Engineering or related discipline.
  • Strong experience in:
  • Quantity surveying
  • Cost estimation and analysis
  • BOQ preparation
  • Rate analysis
  • Proven ability to deliver projects on time, within budget, and within scope.
  • Excellent client-facing, communication, report writing, and presentation skills.
  • Desired Requirements
  • Minimum 6+ years of hands-on experience in pre- and post-contract quantity surveying for infrastructure projects (highways and railways preferred).
  • Proficiency in industry tools such as
  • CostX.
  • AutoCAD.
  • Bluebeam.
  • On-Screen Takeoff (OST).
  • Civil 3D.
  • PRISM.
  • Strong working knowledge of measurement standards.
  • MMHW, RMM, CESMM4, NRM
  • SMM7, POMI
  • MasterFormat and UniFormat
  • MRICS (RICS Chartered Membership) is highly desirable and considered an added advantage.
