Package Coordinator, Civil Package

Overview

The Package Coordinator, Civil Package will be part of the Engineering Management practice within the Technical Professional Organization (TPO) of Engineering Services Canada and will be based in St. John's, Newfoundland and Labrador, with full‑time assignment to a large, complex, multi‑disciplinary infrastructure program delivered under an EPCM model.

The role provides single-point accountability for the planning, coordination, and execution of assigned civil engineering packages, from detailed design through construction support and closeout, ensuring alignment with project objectives, execution strategies, and client requirements.

Reporting functionally within Engineering Management and working closely with the Project Engineering and Project Management teams, the Package Coordinator, Civil Package is responsible for integrating civil engineering deliverables with procurement, construction, and other discipline interfaces. The role requires strong leadership in managing package scope, schedule, quality, and risk, while coordinating designers, engineering coordinators, vendors, contractors, and site teams to deliver safe, constructible, and execution-ready work packages throughout the project lifecycle.

  • Large-scale infrastructure and industrial projects delivered under EPCM and similar delivery models.

  • Heavy civil works, including earthworks, concrete structures, foundations, and site development.

  • Hydroelectric, energy, and utilities infrastructure.

  • Brownfield and greenfield construction environments.

  • Multidisciplinary capital projects involving engineering, procurement, construction, commissioning, and handover.

  • Projects with active interfaces between engineering, procurement, construction, and operations teams.

Your role

Package Leadership and Accountability:

  • Act as the single point of accountability for assigned civil engineering packages from detailed design through construction support and closeout.

  • Own package scope, execution strategy, schedule alignment, quality outcomes, and risk management.

  • Ensure package objectives align with overall project execution plans, engineering strategies, and delivery milestones.

  • Proactively manage package priorities and resources in coordination with the Project Engineering and Project Management teams.

  • Drive timely decision-making and issue resolution to maintain package performance and predictability.

Engineering and Work Package Integration:

  • Work in close collaboration with the Engineering Manager (EM) throughout detailed design and execution to ensure civil scopes are delivered in accordance with the overall engineering and project execution strategy.

  • During detailed design, the Engineering Manager retains responsibility for the development and technical content of Engineering Work Packages (EWPs), including discipline standards, design integrity, and compliance with engineering requirements.

  • During this phase, the Package Coordinator, Civil Package reviews and interfaces with the engineering delivery to ensure that civil engineering outputs are consistent with the package execution strategy, constructable sequencing, and defined interfaces with other packages and stakeholders.

  • Verify that EWPs appropriately reflect package boundaries, assumptions, constraints, and interface requirements, and that they support planned procurement and construction activities.

  • Ensure that the development of Construction Work Packages (CWPs) is aligned with the approved EWPs, including scope definition, sequencing logic, and workface requirements.

  • Coordinate with construction, planning, and site teams to confirm that CWPs are execution-ready and consistent with engineering intent, work packaging principles, and project schedules.

  • Maintain package-level visibility of engineering and construction package alignment, escalating gaps, conflicts, or misalignments to the Engineering Manager and Project Management team as required.

Interface and Stakeholder Management:

  • Act as the primary point of coordination for package-level interfaces associated with assigned civil scopes, working under the overall interface management framework established by the Project Management team.

  • Identify, document, and manage interfaces between assigned contract packages and other engineering disciplines, construction work packages, procurement activities, and site execution plans.

  • Engage with construction, planning, and site teams to ensure that package interfaces are clearly communicated, understood, and reflected in construction sequencing and workface planning.

  • Coordinate civil package interfaces with external consultants, vendors, and contractors as required, ensuring alignment with execution strategy and contractual responsibilities.

  • Support interface resolution activities by facilitating technical discussions, clarifications, and alignment across stakeholders, escalating unresolved interface risks or conflicts through the appropriate project governance channels.

  • Participate in coordination meetings, workshops, and package reviews to maintain alignment between engineering intent, construction execution, and stakeholder expectations throughout the package lifecycle.

Functional Coordination:

  • Coordinate civil package activities across engineering, procurement, construction, quality, and site functions to support integrated and predictable package execution.

  • During construction and execution phases, provide structured engineering follow‑up for assigned packages, including coordination of RFIs, technical queries, shop drawings, vendor data, and field clarifications, in accordance with project procedures.

  • Work closely with the Contracts Manager to support the preparation, review, and issuance of package‑related correspondence, ensuring technical positions are accurate, consistent with engineering intent, and aligned with execution strategy.

  • Provide technical input to support change management, including the assessment of scope definition, execution impacts, constructability considerations, and interface implications associated with proposed changes.

  • Support the Contracts Manager in the identification, documentation, and evaluation of potential claims, variations, and commercial entitlements by providing timely engineering context, technical substantiation, and package‑level analysis.

  • Coordinate with engineering, construction, and site teams to ensure that technical responses, field instructions, and change‑related communications are aligned with contractual requirements and formally issued through approved contract administration processes.

  • Monitor civil package progress and execution readiness, identifying emerging risks, constraints, or misalignments across functions and escalating as required through the Engineering Manager or Project Management team.

  • Coordinate quality-related activities at the package level, including support to inspections, resolution of non‑conformances, and closure of engineering‑related quality issues.

  • Provide inputs to package-level planning, scheduling, and forecasting activities, including work-hour estimates, sequencing considerations, and construction readiness assessments.

  • Prepare and contribute to package status updates, progress reporting, and coordination meetings, ensuring accurate communication of package performance, risks, and priorities.

  • Capture lessons learned from engineering and construction execution and contribute to continuous improvement of work packaging, coordination, and delivery practices within the Engineering Management framework.

About you

  • Bachelor's degree in Civil Engineering or a related engineering discipline; Professional Engineer (P.Eng.) designation or eligibility for registration is required.

  • Typically 8+ years of progressively responsible experience in civil engineering delivery on large, complex, multidisciplinary infrastructure or industrial projects, including experience through detailed design and construction execution phases.

  • Demonstrated experience working in package-based delivery environments, with direct involvement in coordinating engineering deliverables, construction work packages, and field execution activities.

  • Experience using common project and document management systems (e.g., Aconex, SharePoint, MS 365 or similar platforms) to support engineering and package coordination.

  • Experience supporting construction activities through engineering follow-on services, including RFIs, technical queries, shop drawing and vendor data review, and field issue resolution.

  • Proven ability to work effectively with the Project Management team, supporting integrated package delivery by aligning engineering outputs with package execution strategies, interface requirements, schedule objectives, and downstream construction needs.

  • Strong understanding of EPCM or similar delivery models, including the integration of engineering, procurement, construction, and site execution functions.

  • Solid working knowledge of interface management, constructability considerations, and change management within active construction environments.

  • Practical, execution‑focused mindset with a demonstrated ability to anticipate issues, drive alignment across functions, and support safe, predictable project delivery.

  • Strong organizational and coordination skills, with the ability to manage multiple interfaces, priorities, and stakeholders in a fast‑paced project setting.

  • Effective written and verbal communication skills, with the ability to convey technical information clearly to engineering, construction, and project management audiences.
