Overview
We are seeking an experienced Quality Assurance Manager to lead and oversee the implementation of the Project Quality Management System across a large-scale building development program in Riyadh, Saudi Arabia. The Quality Assurance Manager will be responsible for ensuring that all project activities are executed in accordance with contractual requirements, approved quality standards, regulatory requirements, and industry best practices. Working closely with the Client, Resident Engineer, Project Director, contractors, and multidisciplinary supervision teams, the successful candidate will establish a culture of quality excellence, continuous improvement, and compliance throughout the project lifecycle, from design review and construction supervision through testing, commissioning, and final handover.
Your role
- Develop, implement, and maintain the Project Quality Assurance Management System in accordance with project specifications and international standards.
- Ensure compliance with project quality objectives, procedures, and quality management requirements.
- Establish and monitor project-wide quality assurance processes and governance frameworks.
- Lead quality audits, surveillance activities, and compliance assessments across all project disciplines.
- Review and approve contractor Quality Management Plans, Quality Procedures, Inspection and Test Plans (ITPs), and Method Statements.
- Monitor contractor quality performance and ensure compliance with approved quality systems.
- Verify that quality controls are effectively implemented throughout design, procurement, construction, commissioning, and handover stages.
- Lead internal and external quality audits and ensure timely closure of audit findings.
- Establish quality performance indicators (KPIs) and monitor project quality trends and metrics.
- Ensure effective management of Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), and Preventive Actions.
- Conduct root cause analysis of recurring quality issues and implement improvement initiatives.
- Coordinate with discipline engineers and inspectors to ensure consistent application of quality requirements.
- Review material approval processes and verify compliance with project specifications and quality standards.
- Oversee document control processes related to quality records and compliance documentation.
- Monitor factory inspections, mock-ups, testing activities, and material approval processes.
- Ensure project deliverables comply with local regulations, client requirements, and international standards.
- Support testing, commissioning, and handover activities by ensuring quality requirements are fully achieved.
- Prepare quality dashboards, executive reports, and presentations for senior management and clients.
- Promote continuous improvement initiatives and quality awareness programs across the project.
- Mentor and develop quality engineers, inspectors, and project personnel to strengthen quality culture and performance.

About you
- Bachelor's Degree in Civil Engineering, Construction Engineering, Architecture, Mechanical Engineering, Electrical Engineering, or a related discipline.
- Master's Degree in Quality Management, Construction Management, or Engineering is preferred.
- Professional certifications such as ISO 9001 Lead Auditor, Certified Quality Engineer (CQE), ASQ Certification, or equivalent are highly desirable.
- Minimum 15+ years of overall professional experience in quality assurance and quality management within the construction industry.
- Minimum 8 years of experience in a Quality Assurance Manager role on major building or infrastructure projects.
- Proven experience in large-scale buildings, convention centers, hospitality developments, hotels, resorts, mixed-use developments, and commercial projects.
- Extensive experience within Site Supervision Consultancy, PMC, or Engineering Consultancy environments.
- Strong understanding of Quality Management Systems (QMS) and ISO 9001 requirements.
- Experience developing and implementing project quality assurance frameworks and governance processes.
- Comprehensive knowledge of construction methodologies, inspection procedures, testing requirements, and quality controls.
- Experience leading quality audits, compliance assessments, and certification activities.
- Familiarity with Saudi Arabian construction regulations and GCC project requirements.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication, report-writing, and stakeholder management capabilities.
- Proficiency in quality management systems, reporting software, and Microsoft Office applications.
- Experience working on mega projects or large multidisciplinary developments is highly preferred.
- Previous experience in Saudi Arabia or the GCC region is highly desirable.
- Fluency in English is required; Arabic language skills are an advantage.
