Overview
We are seeking a Senior Procurement Specialist to support the delivery of a large‑scale hydroelectric project in Newfoundland and Labrador, executed under an EPCM delivery model. This position will report to the Project Procurement Manager and be based out of the project office in St. John's, with close collaboration with both client and AtkinsRéalis project teams. The position will require full-time attendance in the project office.
This role is primarily focused on pre‑award procurement activities, including sourcing strategy development, working with the client on competitive tenders in accordance with the Newfoundland and Labrador Public Procurement Act.
As the project progresses, the role will gradually transition into post‑award contract administration and commercial management, providing continuity from contract award through execution.
This role will be based in St. John, Newfoundland and Labrador.
Your role
As a representative of the EPCM supporting our client's project procurement activities, the Senior Procurement Specialist will:
Procurement & Pre‑Award Activities:
- Work within the requirements of the Newfoundland and Labrador Public Procurement Act and promote transparent, fair, and auditable procurement practices.
- Working with Package Leads, facilitate RFP workflows for the client between the AtkinsRéalis team and the client procurement and project teams. This will require working closely with engineering, construction, HSE, and quality teams and will include preparation of RFP documents, the internal management of the RFI process, and drafting proponent communications, evaluations, and award recommendations as required by the client.
- Support market soundings, supplier prequalification, and development of sourcing strategies including engagement with regional and national suppliers where appropriate.
- Support commercial negotiations, including pricing, commercial terms, and risk allocation as required by the client.
Contract Formation & Transition to Administration:
- Support contract finalization, approvals, and execution.
- As contracts enter execution, progressively support contract administration activities, including:
- Commercial correspondence and contractor communications.
- Change management support and progress monitoring.
- Payment review and coordination with project controls.
- Identify commercial risks early and support mitigation and dispute‑avoidance efforts.

About you
- 10+ years of experience in procurement, sourcing, or commercial roles supporting large infrastructure, energy, or industrial projects; EPCM project experience is considered an asset.
- Extensive experience in pre-award procurement activities, including RFP development and management, vendor evaluation and selection, and commercial negotiations.
- Solid understanding of contract formation, procurement strategies, and commercial principles.
- Ability to manage multiple procurement packages simultaneously within a fast-paced and dynamic project environment.
- Interest and capability to transition into contract management responsibilities as the project progresses.

Expected compensation for this role is (between Pay Range $125,000- $171,900 annually) (Only Applicable to Newfoundland and Labrador). Base salaries are determined according to several parameters like skills, experience, and potential impact on the role. Internal and external competitiveness are also taken into account in our offers.
