Overview
We are seeking an experienced Senior Project Manager to lead the delivery of enabling works packages on a major infrastructure programme. The role operates in a client-side capacity, with responsibility for managing contractors and consultants, controlling programme and cost, and ensuring safe, compliant site delivery.
The role requires strong civils and/or rail infrastructure experience, proven capability working under Public Works Contracts (PWC) and/or NEC contracts, and experience operating within structured public‑sector contracts and governance frameworks.
Your role
Client-Side Project Delivery
- Lead the delivery of enabling works from design through construction and handover.
- Act as the client representative on site, overseeing contractor performance, safety, quality, and compliance.
- Chair site meetings, progress reviews, and coordination sessions.
- Ensure works are delivered safely within live operational and constrained environments.
Programme & Planning
- Develop, manage and maintain project programmes aligned with overall programme objectives.
- Monitor progress against milestones, identifying risks, delays, and mitigation measures.
- Manage interfaces between enabling works and downstream activities.
Commercial Management, Change Control & Governance
- Manage change control processes, including claims, variations, and compensation events as applicable.
- Maintain accurate budget forecasts, cost reports, and cashflow projections.
- Support commercial and cost governance in accordance with Public Works Contract (PWC) requirements.
- Ensure compliance with public‑sector governance, approvals, and reporting processes.
Contracts Management
- Administer works under Public Works Contracts (PWC).
- Experience with NEC4 contracts is advantageous but not essential.
- Support contractual correspondence, claims assessment, and contractor performance management.
- Ensure delivery aligns with contractual, commercial, and governance frameworks.
Stakeholder, Communication & Leadership
- Manage relationships with internal teams, consultants, contractors, and external stakeholders.
- Deliver clear, structured presentations to senior management and governance forums.
- Communicate complex technical, commercial, and programme issues clearly and confidently.

About you
Essential
- Proven experience as a Senior Project Manager on major infrastructure projects.
- Strong civil engineering experience, particularly enabling works, early works, or utilities.
- Experience overseeing contractor delivery.
- Direct experience working under the Public Works Contract (PWC) suite.
Strong capability in
- Programme planning and control.
- Change management and risk management.
- Budget forecasting and cost control.
- Excellent communication, stakeholder management, and presentation skills.
- Significant site delivery experience in complex environments.
Advantageous
- Rail infrastructure experience, particularly in live operational settings.
- NEC4 contract experience, including early warnings and compensation events.
- Experience on large-scale public‑sector infrastructure programmes.
Qualifications & Professional Standing
- Degree in Engineering, Construction Management, Project Management, or related discipline.
- Chartered or working towards Chartership (Engineers Ireland, ICE, APM, PMI) – desirable.
