Overview
The Sr. Engineer - Procurement is responsible for providing process-driven execution and documentation support across the end‑to‑end Direct Procurement process within the Central Procurement Office (CPO), aligned to and supporting the Dubai / Middle East procurement team.
This role ensures that all steps from Bid → RFP → Evaluation → Recommendation → PO/LOA are delivered accurately, on time, and in full compliance with established governance, service-delivery expectations, and process standards.
The Sr. Engineer - Procurement will work under the day‑to‑day direction of the Sr. Manager – Procurement (Core Process), with overall accountability held by the Associate Director, Direct Procurement. The role is focused on execution, coordination, and documentation support, and is not expected to make final commercial decisions, approve exceptions, or own strategic supplier outcomes; such matters must be escalated through the Sr. Manager – Procurement or Associate Director, as applicable.
Your role
- Execution Support for Core Procurement Process Activities
- Prepare and issue RFPs and bid packages in line with CPO templates, workflows, and service-level expectations.
- Conduct commercial evaluations, pricing comparisons, and basic risk checks using defined tools, alongside the relevant technical evaluation team.
- Prepare recommendation summaries and draft negotiation positions for Sr. Manager – Procurement review.
- Support the creation of PO/LOA packages, ensuring complete, accurate, and audit-ready documentation before submission.
- Maintain structured, compliant procurement files with full audit trails and proper document retention.
- Procurement Documentation & Data Quality
- Ensure accurate data entry and timely updates in ERP/SRM systems (SAP Ariba). Maintain trackers, logs, and dashboards for procurement status, cycle times, documentation completeness, and service-delivery reporting.
- Follow version control and document management best practices.
- Compliance, Governance & Process Discipline
- Apply BMS processes, DOA/LOA rules, procurement governance standards, and internal control requirements consistently.
- Flag deviations, inconsistencies, risks, or non-standard requests to the Sr. Manager – Procurement promptly, and do not proceed with exceptions without appropriate direction or approval.
- Participate in audits by organising supporting evidence, maintaining audit readiness, and supporting corrective actions through to closure.
- 4. Supplier & Stakeholder Coordination (Operational Support).
- Coordinate with suppliers for routine clarifications, submissions, and documentation requests in line with approved processes and guidance.
- Communicate clearly with the Dubai / Middle East procurement team and internal stakeholders (Bid, Commercial, Finance, Operations) on process requirements, document requests, status updates, and agreed timelines.
- Escalate non-standard requests, delays, stakeholder issues, and any strategic, commercial, or sensitive matters to the Sr. Manager – Procurement.
- Support for Ad‑Hoc Procurement Requests.
- Prioritise and execute urgent or unscheduled procurement tasks under guidance from the Sr. Manager – Procurement and in line with agreed service priorities.
- Ensure even ad‑hoc activities meet minimum compliance, documentation, and governance requirements.
- Assist in data gathering, analysis support, and preparation of materials for category-level review where needed.

About you
- Experience in procurement, commercial, supply chain, or related fields.
- Familiarity with RFP processes, supplier communication, evaluations, documentation requirements, and PO workflows.
- Experience using ERP/SRM systems (SAP/Ariba or similar).
- Strong organisational skills, attention to detail, and process discipline.
- Ability to work in a structured environment with multiple parallel tasks and consistent service-delivery expectations.
- Good communication and coordination skills across internal and external stakeholders, including remote support to regional procurement teams.
- Proactive and solution-oriented, with a willingness to learn, improve processes, and solve day‑to‑day operational issues.

- Bachelor / Master's degree in Civil Engineering with 8 to 10 years of relevant experience in construction procurement.
- Experience in standard contract forms (FIDIC, NEC, JCT).
