Overview

The secondees will play a critical role in strengthening Client's'Enterprise Project Management Office (EPMO) by leading the development of integrated reporting systems, dashboards, and data-driven performance frameworks. They will ensure alignment of programmes and projects with organizational objectives, while embedding international best practices in governance, monitoring, and evaluation. Through strategic advisory, knowledge management, and capacity building, the secondees will enhance transparency, decision-making, and overall maturity of programme and project delivery across Client.

Your role

  • Lead the development of enterprise reporting systems in Client for both programs and
  • assets.
  • Coordinate the development of enterprise dashboard solutions based on integrated data
  • warehouse solution selected by the organization.
  • Align all external reports to ensure consistency and data quality.
  • Work with technical office manager to meet regular and ad-hoc reporting requirements.
  • Building the internal capacities within the organization in reporting, dashboard solution, data
  • analytics and management.
  • Provide advisory level feedback on programmes and operations performance in Client.
  • Provide strategic advice and oversight on programmatic and project activities, ensuring alignment with organizational objectives and success criteria.
  • Lead the development and implementation of programme/project management frameworks, policies, and best practices in line with international standards.
  • Support governance structures by advising on high-value and high-risk engagements, ensuring consistency, compliance, and effective decision-making.
  • Develop and maintain programme/project planning tools, including resource tracking, forecasting, dependencies, and milestone management.
  • Establish effective monitoring and evaluation systems, ensuring all projects track scope, cost, schedule, quality, and defined milestones.
  • Facilitate and coordinate assurance boards, project reviews, and reporting to ensure performance transparency and accountability.
  • Provide quality control for project documents, evaluation reports, and management products to
  • ensure accuracy and compliance with standards.
  • Drive knowledge management initiatives, ensuring lessons learned and best practices are captured, shared, and embedded into future projects.
  • Support capacity building by delivering training, mentoring, and internal consulting in programme and project management methodologies.
  • Represent EPMO in high-level interactions with stakeholders, ensuring consistent application of project governance.
  • Contribute to policy development, guidance materials, and tools that enhance maturity and effectiveness of programme/project delivery.
  • Promote a culture of excellence, continuous improvement, and knowledge sharing across the enterprise project management community.

About you

Mandatory requirements

  • University degree from a recognised university in an appropriate field such as Engineering or
  • Architecture or equivalent.
  • Chartered status or Professional License from internationally recognized professional
  • institutions or organizations.
  • Minimum of 25 years postgraduate experience with experience in major infrastructure
  • projects or programmes. Preference will be given to roads, aviation, structures or rail related
  • experience, 10 years in similar position, and 5 years in Qatar and / or the Gulf region.
  • Advanced written and verbal communication skills in English.

Desirable requirements

  • Master's degree in a relevant field.
  • Advanced written and verbal communication skills in Arabic.
