Overview
AtkinsRéalis is seeking an experienced HSEW (Health, Safety, Environment & Wellbeing) Engineer to support the construction supervision and delivery of major high-rise residential, commercial, hospitality, mixed-use, and large-scale building developments in Madinah, Saudi Arabia. The successful candidate will be responsible for ensuring compliance with HSEW requirements, promoting a proactive safety culture, monitoring contractor performance, and supporting the achievement of Zero Harm objectives across all project activities.
Your role
- Monitor and enforce compliance with project HSEW requirements, company standards, and applicable Saudi regulations.
- Review and assess contractor HSEW Management Plans, Risk Assessments, Method Statements, Emergency Response Plans, and Permit-to-Work systems.
- Conduct regular site inspections, audits, and safety observations to verify compliance with approved HSE procedures.
- Ensure adequate implementation of safety signage, barricading, access controls, traffic management, and emergency arrangements.
- Support incident, accident, and near-miss investigations and assist in identifying root causes and corrective actions.
- Maintain HSEW inspection reports, audit records, incident logs, and safety performance statistics.
- Conduct site safety inductions and monitor workforce competency and training compliance.
- Promote Health, Safety, Environment, and Wellbeing awareness programs throughout the project.
- Verify compliance with personal protective equipment (PPE) requirements and safe work practices.
- Participate in toolbox talks, safety campaigns, and workforce engagement initiatives.
- Monitor contractor corrective actions and verify close-out of HSE observations and non-conformances.
- Assist in preparing weekly and monthly HSEW reports, KPIs, and performance dashboards.
- Participate in client inspections, safety walkthroughs, and management reviews.
- Support project emergency drills and evaluate emergency response preparedness.
- Coordinate with Resident Engineers, QA/QC teams, contractors, and project stakeholders to ensure HSE compliance.
- Assist in implementing sustainability and environmental initiatives aligned with project objectives.
- Support project handover activities and ensure all HSE documentation is properly maintained.

About you
- Bachelor's Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.
- NEBOSH International General Certificate (IGC) is mandatory.
- ISO 45001 Internal Auditor or Lead Auditor certification is preferred.
- IOSH Managing Safely, OSHA, or equivalent HSE certification is advantageous.
- Membership in IOSH, IIRSM, ASSP, or similar professional organizations is desirable.
- Registration with the Saudi Council of Engineers (SCE) is preferred.
- 10 to 15 years of professional HSE experience.
- Minimum 5 years of experience on major high-rise and building construction projects.
- Previous experience in Saudi Arabia or GCC countries is highly preferred.
- Experience working with consultants, PMCs, developers, and contractors.
- Demonstrated experience in construction supervision and contractor HSE performance monitoring.
- Thorough understanding of construction hazards associated with high-rise building developments.
- Knowledge of environmental management and sustainability practices within construction projects.
- Experience in emergency preparedness, crisis response, and evacuation planning.
- Familiarity with HSE reporting systems, audits, and compliance monitoring.
