Overview
AtkinsRéalis is seeking a highly experienced Senior HSEW Engineer to support the delivery of major high-rise, mixed-use, hospitality, residential, commercial, and building infrastructure projects in Madinah, Kingdom of Saudi Arabia. The successful candidate will be responsible for leading Health, Safety, Environment, and Wellbeing (HSEW) initiatives across all project phases, ensuring compliance with project requirements, Saudi regulations, international standards, and best industry practices.
The role requires strong leadership, proactive risk management, contractor oversight, and stakeholder engagement skills to promote a positive safety culture and achieve incident-free project delivery. The candidate should possess significant experience in large-scale building construction projects, particularly high-rise developments and complex urban construction environments.
Your role
- Develop, implement, and monitor project-specific HSEW plans, procedures, and performance objectives throughout all phases of construction.
- Lead the supervision and monitoring of contractor compliance with approved HSEW Management Plans, Method Statements, Risk Assessments, and Permit-to-Work systems.
- Conduct regular HSEW inspections, audits, site walks, and safety observations to verify compliance with project requirements and regulatory standards.
- Review and approve contractor HSEW documentation including:
- Construction Environmental Management Plans (CEMP)
- Monitor and control high-risk construction activities including:
- Lead incident, accident, near-miss, and dangerous occurrence investigations and ensure effective implementation of corrective and preventive actions.
- Promote Health, Safety, Environment, and Wellbeing awareness programs throughout the workforce and project stakeholders.
- Ensure appropriate welfare facilities, occupational health measures, and worker wellbeing programs are implemented on site.
- Conduct safety induction training and verify competency requirements for site personnel, supervisors, operators, and subcontractors.
- Ensure effective implementation of emergency preparedness and response procedures, including evacuation plans, rescue plans, and emergency drills.
- Monitor compliance with environmental requirements.
- Review site safety signage, barricading, access controls, temporary fencing, and traffic management arrangements.
- Provide weekly and monthly HSEW reports, statistics, trend analysis, and key performance indicators (KPIs) for project management and client review.
- Participate in client inspections, regulatory audits, and project management meetings.
- Support the development and implementation of behavioral safety and workforce engagement programs.
- Mentor junior HSE personnel and contribute to continual improvement initiatives throughout the project lifecycle.

About you
Education / Qualifications
- Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, Construction Management, or related discipline.
- NEBOSH International General Certificate (Mandatory).
- NEBOSH Diploma, NVQ Level 5/6, or equivalent HSE qualification preferred.
- ISO 45001 Lead Auditor certification preferred.
- IOSH Managing Safely, OSHA, or equivalent professional certifications are advantageous.
- Membership of a recognized professional safety organization (IOSH, IIRSM, ASSP, etc.) is preferred.
Experience
- Minimum 12 to 15 years of professional HSE experience.
- Minimum 7 years of experience supervising Health, Safety, Environment, and Wellbeing activities on large-scale building construction projects.
- Proven experience on high-rise residential, commercial, mixed-use, hospitality, healthcare, or major development projects.
- Experience working with international consultants, contractors, and project management organizations.
- Minimum 5 years of experience within Saudi Arabia or GCC countries preferred.
- Experience on giga-projects, urban developments, mixed-use communities, or high-rise tower projects is highly desirable.
Knowledge / Skills / Abilities
- Comprehensive knowledge of international HSE management systems and construction safety practices.
- Strong expertise in risk assessment, hazard identification, and incident investigation methodologies.
- Excellent understanding of temporary works safety, lifting operations, work-at-height controls, and construction phase planning.
- Ability to analyze HSE performance data and develop proactive improvement strategies.
- Strong leadership and stakeholder management skills.
- Excellent verbal and written communication skills in English.
- Ability to influence contractor performance and promote positive safety behaviors.
- Strong report-writing, presentation, and audit skills.
