Manager, Airside and Baggage Planning

Overview

Reporting to the Associate Director, Airside and Baggage Systems Planning, the Manager, Airside and Baggage Systems Planning is responsible for strategic planning, forecasting, and optimization of airside systems and baggage handling systems (BHS) capacity across the airport. This role oversees capacity analysis, modelling, and long-term planning while providing leadership in simulation and ensuring alignment with operational needs, capital projects and future growth.

Your role

Project Management – Airside Systems & Baggage

  • Lead the planning and coordination of airside system and baggage-related projects including BHS upgrades and infrastructure expansion initiatives.
  • Manage consultants and contractors.
  • Ensure alignment with operational, technical, safety, regulatory, and baggage system performance requirements.

Planning & Analysis

  • Conduct forecasting, simulation modeling, and capacity analysis for airside infrastructure and baggage handling systems.
  • Develop data-driven recommendations to optimize performance and infrastructure utilization; support decision-making through business cases and cost-benefit analysis.
  • Guide the development of planning standards, methodologies, and integrated airport systems.
  • Ensure planning outputs comply with applicable aviation regulatory requirements, airside safety standards, and operational constraints.

Systems Integration & Coordination

  • Collaborate with internal teams (operations, engineering, IT, security, airside operations) and external stakeholders (airlines, regulatory bodies, vendors) to ensure alignment and integration of systems across the airport environment.

Stakeholder Reporting & Communication

  • Prepare and present planning studies, strategies, and recommendations to senior leadership and stakeholders; communicate complex technical concepts clearly; and represent the organization in planning initiatives and industry forums.

Team Leadership

  • Lead and develop a high-performing team by providing strategic direction, coaching, and mentorship; foster a collaborative and inclusive work environment; and ensure alignment with organizational goals, values, and safety standards.

About you

  • Recognized post-secondary degree in Engineering, Planning, Aviation Management, or a related field; a degree in Transportation or Airport Planning/Engineering is preferred.
  • Typically, a minimum of 8 years of progressive experience in airport systems planning, operations, aviation baggage handling systems, or business planning; 10 years preferred.
  • Minimum 3 years of direct people leadership experience with proven ability to lead, coach, and motivate high-performing teams; 5 years preferred.
  • Demonstrable experience in data collection and analysis, process reengineering, statistical methods, and simulation modeling (minimum 3 years; 5 years preferred).
  • Demonstrated knowledge of airport systems and operations, including airfield operations (runways, taxiways, aprons), aircraft stand planning, capacity planning, operational performance, and facility/system management.
  • Demonstrated experience in airport planning, airfield operations, baggage handling systems planning, airport capacity analysis, or aviation infrastructure development.
  • Strong analytical, decision-making, time management, and problem-solving skills in fast-paced environments.
  • Excellent written, verbal, presentation, and negotiation skills, with the ability to influence without authority and explain complex technical concepts to diverse audiences.
  • Demonstrable proficiency in Microsoft Office applications, including advanced Excel skills and experience with simulation modeling tools (e.g., airfield or passenger flow modeling platforms).
  • Applied understanding of aviation industry trends, forecasting methods, and socio-economic factors influencing air travel demand is considered an asset.
  • Demonstrated experience in customer-focused or operational environments with strong relationship-building capabilities.
  • Must be able to obtain and retain a Transportation Security Clearance and possess a valid driver's license.
  • Accreditation with the International Association of Airport Executives (IAAE) is considered an asset.
  • Flexible, adaptable, and able to maintain a strategic, big-picture perspective.
