Overview
This role will be supporting the quality oversight at Supplier's facility for procurement of major components and Steam Generator for Pickering RFBR. Quality surveillance Specialist is reporting to Project Procurement quality Manager.
This position is required for boiler fabrication fab shop and clean room inspections at supplier site in Cambridge, as well as sub-supplier location sites in Ontario, and international sites (Sweeden, Italy, Korea).
The Procurement Quality Assurance Representative (PQAR) is responsible for planning, performing, documenting, and reporting quality surveillance activities at supplier and sub‑supplier facilities to ensure items and services meet contractual, regulatory, and quality requirements prior to release for shipment or completion of work. The role supports nuclear and non‑nuclear procurement activities in accordance with applicable CSA, ISO, and Nuclear Canada quality requirements.
Your role
Quality Surveillance & Oversight:
- Plan and execute supplier quality surveillance activities based on purchase order requirements.
- Perform verification, witnessing, and evaluation of supplier fabrication, inspection, and testing activities in accordance with approved Inspection and Test Plans (ITPs).
- Conduct surveillance of sub‑supplier activities, including review of inspection results and quality records.
Surveillance Planning & Documentation:
- Prepare and maintain Surveillance Plan Face Sheets (SPFS) or Surveillance Plans and Surveillance Records (SPSR), as applicable.
- Ensure surveillance activities, inspection points (V, W, H), and reporting frequency are appropriately defined and documented.
- Prepare and issue Surveillance Reports and Surveillance Records in accordance with procedural requirements.
Technical & Program Compliance:
- Review and become familiar with applicable technical specifications, drawings, codes, standards, and supplier quality documentation.
- Verify supplier compliance with approved procedures, quality programs, and qualification requirements for personnel, equipment, and special processes (e.g., welding, NDE).
- Evaluate supplier implementation of Counterfeit, Fraudulent, and Suspect Items (CFSI) controls.
Nonconformance & Corrective Action:
- Identify and communicate unsatisfactory conditions to suppliers.
- Issue Supplier Corrective Action Requests (SCARs) and follow up through closure.
- Verify implementation and effectiveness of approved corrective actions.
- Interface with Client and Suppliers in resolving quality issue and report any major findings and negative trends.
Records & Release:
- Review History Dockets, History Files, or Documentation Packages and sign acceptance when requirements are met.
- Perform final inspection activities, as required, and sign Quality Assurance Releases (QARs).
- Ensure all quality surveillance records are accurately completed and filed in approved document control systems.

About you
- Diploma or degree in Engineering, Quality, or a related technical discipline, or equivalent experience.
- Experience in supplier quality, manufacturing oversight, inspection, or quality surveillance.
- Working knowledge of quality systems and inspection practices.
- Ability to interpret technical drawings, specifications, and standards.
- Strong attention to detail and documentation accuracy.
- Effective communication and professional judgment when interfacing with suppliers.
- Ability to work independently at supplier facilities.
- Organized, methodical, and audit‑ready approach to work.
Preferred:
- Experience with nuclear or regulated industries.
- Familiarity with CSA N299 series, CSA N285.0, CSA N286, ISO 9001, or equivalent standards.
- Experience working with Inspection and Test Plans (ITPs), surveillance records, and quality releases.
Working Conditions:
- Travel to supplier and sub‑supplier facilities may be required.
- Combination of office, manufacturing, and field environments.
