Senior Utilities Engineer Wet Services

Overview

The Senior Utilities Engineer (Wet Services) will be responsible for supervising and monitoring the construction of wet utility systems associated with major building and hospitality developments. The role ensures that potable water, irrigation, sewerage, stormwater drainage, and firefighting water networks are installed in accordance with approved designs, project specifications, authority requirements, and industry standards while supporting quality, safety, and timely project delivery.

Your role

Construction Supervision

  • Supervise installation of potable water networks, irrigation systems, sanitary sewer networks, stormwater drainage systems, and firefighting water infrastructure.
  • Verify that all wet utility works are executed in accordance with approved construction methodologies and engineering standards.
  • Monitor workmanship quality and ensure compliance with project specifications and utility authority requirements.
  • Witness inspections, testing activities, and commissioning processes associated with utility installations.
  • Ensure timely identification and resolution of construction deficiencies and non-compliant works.

Technical Review and Coordination

  • Review wet utility shop drawings, hydraulic calculations, material submissions, and technical proposals.
  • Coordinate with civil, structural, architectural, MEP, and landscape teams to resolve interface and constructability issues.
  • Evaluate requests for information, technical queries, and proposed design modifications related to utility systems.
  • Support the review of value engineering proposals while maintaining operational and regulatory requirements.
  • Provide technical guidance and recommendations for utility system optimization and issue resolution.

Quality Assurance and Compliance

  • Ensure wet utility works comply with approved quality plans, project specifications, and contractual requirements.
  • Review inspection records, testing reports, and material certifications related to utility installations.
  • Monitor implementation of inspection and test plans for utility construction activities.
  • Identify non-conformities and verify implementation of corrective and preventive actions.
  • Participate in quality audits and compliance reviews to ensure adherence to project standards.

Testing and Commissioning

  • Oversee pressure testing, leakage testing, flushing, disinfection, flow testing, and commissioning activities.
  • Verify that utility systems meet operational performance requirements before acceptance and handover.
  • Review testing and commissioning documentation submitted by contractors.
  • Coordinate with utility authorities and stakeholders during testing and commissioning activities.
  • Support final inspections, snagging activities, and system handover processes.

Site Inspection and Progress Monitoring

  • Conduct regular site inspections to assess construction quality, progress, and compliance status.
  • Monitor contractor productivity and progress against approved construction schedules.
  • Verify completion of utility installations before subsequent construction activities commence.
  • Identify delays, risks, and construction constraints affecting utility works.
  • Provide progress updates and recommendations to project management.

Stakeholder Coordination

  • Liaise with Client representatives, contractors, consultants, utility authorities, and project stakeholders on wet utility matters.
  • Participate in progress meetings, technical workshops, and site coordination meetings.
  • Coordinate approvals and inspections with relevant utility service providers and authorities.
  • Support multidisciplinary coordination to ensure timely delivery of utility infrastructure works.
  • Maintain effective communication channels to address project challenges and stakeholder requirements.

Reporting and Documentation

  • Prepare daily, weekly, and monthly reports covering utility construction progress and compliance activities.
  • Maintain records of inspections, approvals, testing results, technical reviews, and site observations.
  • Review contractor progress reports and verify the accuracy of utility-related information.
  • Document non-conformance reports, corrective actions, technical comments, and engineering recommendations.
  • Ensure all utility documentation is properly maintained for audits, authority reviews, and project closeout.

About you

Qualifications

  • Bachelor's Degree in Mechanical Engineering, Environmental Engineering, Water Resources Engineering, or a related discipline.
  • Professional Engineering registration or equivalent accreditation is desirable.
  • Membership in a recognized engineering institution is preferred.
  • Training related to utility infrastructure, construction supervision, or quality management is advantageous.
  • Additional certifications related to utility engineering or project management are considered beneficial.

Experience Requirements

  • Minimum 12-15 years of professional experience in utility engineering and construction supervision.
  • Minimum 7 years of experience on site supervision consultancy projects involving wet utility infrastructure.
  • Proven experience in potable water, sewerage, drainage, irrigation, and firefighting water systems.
  • Experience on large-scale buildings, convention centers, hotels, resorts, and mixed-use developments.
  • Previous GCC experience, preferably within Saudi Arabia, is highly desirable.

Technical Competencies

  • Strong knowledge of wet utility infrastructure systems and construction methodologies.
  • Understanding of water supply, sewerage, stormwater drainage, irrigation, and firefighting network requirements.
  • Experience in reviewing shop drawings, technical submissions, utility layouts, and construction documentation.
  • Familiarity with local authority regulations, international standards, and utility construction best practices.
  • Proficiency in Microsoft Office applications, AutoCAD, Civil 3D, BIM platforms, and engineering software.
