Project Director - Bruce FCFR

Overview

Our Nuclear Canada business continues to play a pivotal role in Canada's clean energy future, driven by major refurbishment initiatives that secure long-term power generation. The Shoreline Power Group, a joint venture between AtkinsRéalis, Aecon, and United Engineers and Constructors is delivering the Fuel Channel and Feeder Replacement (FCFR) project as part of Bruce Power's Life-Extension Program and Major Component Replacement (MCR). This critical project ensures the continued safe, reliable operation of Bruce Power's reactors for decades to come. The project is currently completing the second and third of six planned Units on a project expected to run to 2033. By combining the proven expertise of all three partners with advanced engineering and execution strategies, FCFR reinforces Bruce Power's commitment to energy security and Net Zero goals—while demonstrating the JV's leadership in delivering complex nuclear solutions that power Ontario and beyond.

The Project Director (PD) will report to the Vice-President, Canadian Life Extension and will be accountable for the successful delivery of the Fuel Channel and Feeder Replacement (FCFR) project. This role will be accountable for all phases of execution, including planning, resource allocation, contract management, and stakeholder engagement, including with the client and partner organizations. The PD will ensure seamless collaboration and alignment with client expectations and corporate standards.

Given the complexity and safety-critical nature of FCFR, nuclear construction experience is valuable. Ideally, the PD will have a strong understanding of the retube of a CANDU reactor during major mid-life refurbishment work, as this experience provides unique insight into the technical, regulatory, and logistical challenges inherent in such projects. Familiarity with reactor component replacement, precision installation, and integration within a live nuclear environment will be a key differentiator for success in this role.

As the single point of accountability for project delivery, the PD will ensure that governance structures, reporting mechanisms, and decision-making processes support the scale and complexity of FCFR. This includes driving innovation in execution strategies, optimizing supply chain performance, and championing continuous improvement. The PD's leadership will be instrumental in reinforcing AtkinsRéalis' reputation as a trusted partner in nuclear refurbishment and in delivering a project that secures clean, reliable power for generations to come.

Your role

  • Project Planning & Execution:
    • Develop comprehensive construction execution plans detailing timelines, budgets, resource allocation, and site strategies.
    • Define project scope and deliverables in alignment with contract requirements and client objectives.
    • Establish work breakdown structures (WBS), construction schedules, and performance benchmarks to drive on-site progress.
  • Construction Leadership & Coordination:
    • Assemble and lead a high-performing construction management team, including site supervisors, craft labour, and subcontractors.
    • Foster collaboration and clear communication among JV partners, suppliers, and client representatives to ensure seamless execution.
    • Ensure a detailed and thorough readiness process is executed in preparation for field work, including robotic tooling OPEX incorporation, trades training and construction package preparation.
  • People Management:
    • Maintain supervisory structure and oversee workforce development for all construction personnel.
    • Recruit, select, and deploy staff with appropriate trade and supervisory skills; coordinate training programs to ensure readiness.
    • Make informed decisions on labour matters, working closely with Labour Relations to address performance and compliance issues.
  • Contract & Risk Management:
    • Manage all aspects of construction contract administration, including scope control, change management, and subcontractor oversight.
    • Conduct rigorous risk assessments and implement mitigation strategies to protect schedule, cost, and safety performance.
    • Ensure strict compliance with contractual obligations and governance standards.
  • Safety & Quality Assurance:
    • Enforce adherence to nuclear and industrial safety protocols across all site activities.
    • Develop and implement safety programs, toolbox talks, and corrective action plans to uphold zero-harm objectives.
    • Maintain accountability for quality standards, ensuring all work meets regulatory and client specifications.
  • Performance Monitoring & Reporting:
    • Apply construction-focused KPIs to assess progress, productivity, and cost performance.
    • Establish robust reporting protocols to meet contract, corporate, and stakeholder oversight requirements.
  • Procurement & Supply Chain Management:
    • Oversee procurement and delivery of construction components, ensuring timely flow of materials to support construction milestones.
    • Manage subcontractor performance and enforce compliance with flow-down requirements from parent contracts.
  • Stakeholder Communication:
    • Serve as the primary liaison for client, JV partners, and regulatory bodies on all construction matters.
    • Maintain strong relationships to ensure alignment, transparency, and timely resolution of issues.
  • Ethical & Regulatory Compliance:
    • Ensure all site activities comply with corporate ethics, nuclear safety standards, labour agreements, and security clearance protocols.
  • Required interfaces:
    • Customers, suppliers, JV Partners.
    • Construction supervision, trades personnel.

About you

  • Educational Background: BSc in Engineering or equivalent is an asset.
  • Certifications: PMP certification is an asset.
  • Nuclear Experience: Experience in Nuclear Reactor new design and construction projects is an asset.
  • Project Experience: 15+ years of experience leading or supporting projects in construction, manufacturing, or engineering services.
  • Nuclear Supply Chain: Understanding of nuclear supply chain and materials management principles.
  • Team Building: Ability to build and inspire large teams (> 200 FTE) to work towards common goals.
  • People Management: Experience managing direct reports within a project delivery functional support model.
  • Quality Assurance: Appreciation of the importance of Quality Assurance Programs and their significance to the nuclear industry.
  • Technical Skills: Ability to read and understand construction drawings, blueprints, and specifications is considered an asset.
  • Project Delivery: Understanding of project delivery methodology, including earned value, critical path scheduling, prime contract and subcontract management, procurement and supply chain methodology, and inspection and test plans. Understanding of large EPC work including subcontracts, prime contract management.
  • Safety Knowledge: Working knowledge of industrial safety and nuclear safety culture.
  • Leadership: Lead by example, setting high standards for Health & Safety and Nuclear Safety Culture.
  • Communication Skills: Excellent organizational, communication, and customer relationship skills. Demonstrated oral and written communication abilities.
  • Necessary competencies:
