Job Responsibilities
The Quality Assurance Specialist/Procurement Quality Assurance Representative “PQAR” reports to the Procurement/Project  Quality Assurance Manager. He/She is responsible for:

  • Planning, performing and documenting surveillance activities on a supplier by verifying and
    witnessing/observing their fabrication, inspection and testing and reviewing supporting
    documentation and records to ensure that specified requirements are met and maintained.
  • Leading and conducting of the suppliers’ audits as assigned by Procurement QA Manager and monitored by Project QA Manager.

Job Description

Surveillance Execution Activities

  • Review and become familiar with the pertinent technical and design requirements required to perform Quality Surveillance activities. Information such as, but not restricted to: Technical Specifications; Applicable Codes and Standards; Drawings and related Engineering Documents; and Inspection and Test Plans/ Construction Inspection and Test Plan.
  • Preparing and issuing the Surveillance Plan(SP) as per approved Manufacturing Inspection and Test Plans (MITP)
  • Performing Quality Surveillance on assigned PO as per approved SP,
  • Reviewing, surveying, witnessing, and monitoring the quality of Sub-Contractor’s work and reviewing Sub-Contractor’s QC inspection results. This includes evaluation and analysis of records, methods, procedures, processes, and any additional verification activities required to ensure that the work has been completed in accordance with the appropriate documentation and accepted procedures and that the results have been properly recorded;
  • Verification of qualification records and internal training of all welders prior witnessing weld inspections. Records demonstrating the welders had been trained for difficult weld joint geometry shall be verified on ongoing basis; Supplier QA program evaluation/implementation for Counterfeit, Fraudulent and Substandard Items (CFSI) requirements will be conducted to ensure that: Supply chain documentation controls and mitigates the potential risk of exposure to CFSls; Supplier personnel understand the significance of exposure to CFSls and is trained to understand potential risks with reference to CFSls; Supplier QA Program specifies the responsibilities of personnel regarding CFSI and reporting any CFSI-related occurrences; Purchase orders and contracts placed to the supplier’s sub-contractors contain the appropriate technical and quality standards, documentation, inspection and acceptance requirements and control clauses that prohibit the delivery of CFSl; and
  • Issue and follow up until closure the Supplier Corrective Action Requests based on the Quality Surveillance findings;
  • Liaising with the Engineering during the life of the PO as needed on issues requiring technical interpretation/guidance in the performance of QS activities to confirm acceptability of QA requirements,

  • Generate and submit for filing all the records related to the quality surveillance activities (Significant correspondence, QS Plans, QS Records, etc.) in MyTrak or to the applicable software use by the project as document control repository system.
  • Issuing Quality Surveillance Report and Quality Assurance Release,
  • Maintaining and monitoring the validity of qualification of all suppliers with open PO.

Audits Conducting Activities

  • Preparing and issuing the supplier Audit Plan,
  • Conducting the opening and closing audit meetings as well and daily debriefings,
  • Preparing and issuing the Audit Report, and populating the audit checklist,
  • Raising a Supplier Corrective Action Request SCAR(s) for each audit finding,
  • Ensuring that the Approved Suppliers List is updated to reflect the audit results, issuing the Supplier Audit Qualification/Acceptance Letter to the supplier and informing Procurement.

Qualifications

  • Graduate from a recognized institute of advanced technology in a field relevant to the position or equivalent formal education and normally has 5-10 years of progressive technological experience
  • Minimum of 5 years practical working experience in a relevant nuclear field,
  • Working knowledge of CSA N 285.0, CSA N 299  series and CSA N286-12 and ASME codes,
  • Advanced computing skills and functionality with standard Microsoft Office programs (e.g., Word, Outlook, Excel, PowerPoint).

Knowledge, Skills, and Abilities

  • Must be familiar with Nuclear projects and engineering/technical terminology,
  • Conversant with Nuclear’s corporate objectives, work methods, processes, procedures, and organization, and
  • Strong oral and written skills to interact with internal staff and external stakeholders,
  • Ability to handle several audits and POs concurrently and works well under deadline pressures,
  • Innovation is an asset with proactive mindset to aid in improving processes.
