Responsibilities

  • Resident Engineer

    • Follow up mobilization and de-mobilization arrangements at site.

    • Keep, monitor, and follow up as necessary and complete records concerning the execution of the works.

    • Ensure the main contractor and nominated MEP contractor coordinate with all concerned Authorities Departments and ensure that their requirements are adequately and satisfactorily incorporated.

    • Extend the maximum possible effort to avoid contractor(s) claims for cost and/ or delay.

    • Review and forward with any comments all submittals including contractor design drawings, shop drawings, materials and alternative proposals submitted by contractors for all disciplines.  Monitor office turnaround, follow up as necessary and issue.

    • Liaison with and coordination of all technical disciplines.

    • Hold Site Technical Coordination Meetings to discuss Contractor(s) submissions, Shop Drawings and construction related matters.

    • Attend Progress Meeting with the Client, Contractor(s), Project Manager (Employer Representative) to monitor the progress of work against the approved programme.

    • Inspect the work done by the contractor(s) to ascertain that work is proceeding in accordance with the Contract Documents and accepted practice.

    • Issue to the Contractor(s) the necessary orders and instructions to execute the works in accordance with the Contract Documents. Instruct contractor(s) in writing to take corrective measures to rectify any defective works and or materials.  Note any instruction with financial implication must be consulted with the Client/Project Manager (Employer’s Representative).

    • Prepare, coordinate with Client/Project Manager (Employer’s Representative) and head office and issue in a timely manner any information required by the contractor for the proper interpretation of the works designed by Atkins.

    • Determine the suitability of on-site and off-site materials to be used in the project and organize field and laboratory tests, conducted by others, on construction materials to ascertain their compliance with the specifications and to determine its acceptability for use on the project.

    • Check construction locations and levels established by the contractor(s) and organize field investigations and necessary surveys, conducted by others, for the detailed solution to any problem which may arise during construction.

    • Upon successful testing and commissioning of all mechanical and electrical equipment and the Contractors obtaining the necessary completion certificates from statutory authorities notify the Client/Project Manager (Employer’s Representative).

    • Prepare all necessary correspondence required for proper administration of the contract to and from the Client/Project Manager (Employers Representative) and Contractor.

    • Preparation of Monthly Reports on the status of the project.

    • Preparation of Bi-weekly Reports on the status of the project.

    • Process of contractor’s interim payment application and issue certificate based on the Project Quantity Surveyor or recommendation.

    • Co-ordination of Employer’s data.

    • Establish on site organisation and lines of authority.

    • Review with the Project Manager (Employer’s Representative) claims made by contractor(s), provide technical information as required and make recommendations.

    • Ensure that necessary Documentation including photographs is provided by the contractor for the different stages of the works.

    • Assess, verify and approve the contractor(s) “As-built” drawings, Operation and Maintenance manuals within thirty (30) days from the provisional taking over of the works handover to the Employer.

    • Carry out the final inspection for certification of final completion and handing over of the works.

    • Review the proposed senior staff of the Contractor(s).

    • Ensure that safety measures on site are adequate. Advise on measures to be taken in order to protect the property and lives in and around the site.

    • Identify potential safety concerns and inform the Contractor(s).

    • Review the site progress and review of the contractor’s interim payment application.

    • Liaise with the PD/SAM/SQM/SHODs for the effective implementation of the quality management systems and site supervision provision activities.

    • Liaise with the Statutory Authorities and follow- up all approvals, permits as maybe required.

    • Obtain samples and quotations as required for finalisation of any PS/PC Items.

    • Monitor the progress of the work against the approved contractor programme of works

  • Project / Area Interface

    • Manage the supervision of the works designed by Atkins to ensure compliance with the contract documents.

    • Assist in external and internal audits to ensure the effective implementation of Quality

    • /HSE management systems and work with the site team for resolution of non- conformance issues.

    • Liaise with the project supervision team, coordinate, and resolve any issues of concern.

    • Review with PD/SOM/SAM/SHODs the project staffing requirements.

    • Liaise with sub-consultants directly appointed by Atkins and manage the supervision of works designed by them.

    • Liaise with external entities i.e. project quantity surveyor, project managers appointed directly by the Client.

  • Client Interface

  • Attend meetings with Client (as required)

  • Contractor Interface

  • Regularly attend progress, technical, safety and co-ordination meetings with the Contractor

  • Site Operations Office Interface

    • Liaise with the SQM to identify any particular quality issues

    • Liaise with the SHSEM to identify any particular site safety issues

    • Liaise PD/SHODs/SAM any particular project site related issues requiring input and/or feedback

    • Follow up with SCA issuance of interim payment certificate, variation order, taking over certificate, defects liability certificate.

  • Design Office Interface

    • Review and follow-up design office support requests

    • Attend supervision handover meetings

    • Attend kick off meetings

    • Follow up any supplementary design information

Functional Duties

  • Review prior to issue to the contractor all project related correspondence, submittals, instructions, technical query and establish lines of communication.

  • Review contractor’s quality systems, procedures and monitor implementation across the project site.

  • Review contractor’s safety systems, procedures and monitor implementation across the project site.

  • Implement an efficient project document control system in accordance to the quality management systems.

  • Perform delegated duties as “Engineer’s Representative” and administer the contract

  • Administer the day-to-day operations of the site and manage the site supervision team.

  • Analyse current methods of site supervision and provide recommendations for continuous improvement.

  • Ensure that the works carried out by the Contractor(s) is inspected and the quality of the works meets the project requirements.

  • Assist in cross-fertilisation / maintenance of standards across projects through SAM.

  • Assist in Performance and Development review of the project staff.

  • Assist in external and internal audits to ensure the effective implementation of Quality

  • /HSE management systems.

Line Management / Administrative Duties

  • Coordinate leave requests and cover requirements with PD/SAM/SHODs

  • Ensure Client/Project Manager is aware of any project site staff leave absences.

  • Monitor performance or project site staff and inform SAM of any disciplinary issues arising.

  • Monitor attendance hours and rosters; address issues arising with SAM

  • Ensure arrangement of overtime inspections; ensuring no excessive overtime worked and record for re-imbursement from Client/Contractor

  • Review and sign off timesheets on weekly basis

  • Review, record and assist in a billing Client for sub-consultant services appointed by Atkins

  • Liaise with SOD office and HR Dept on HR issues arising

  • Prepare and submit all reports and maintain project records.
