I.SUMMARY OF THE POSITION

Reporting to the Plant Equipment Operations Manager, the Bid Lead is responsible for preparing Spare Parts and Engineering Services proposals in compliance with the Bid Development and Contract Acceptance procedure.  In this capacity, the Bid Lead is responsible for co-ordinating and producing proposals in response to client inquiries (Request for Proposals, Expressions of Interest, Tenders, Budgetary Estimates, Qualifications, etc.) while assembling a proposal team with the relevant service, product and business knowledge required to win. 

Responsibilities include the implementation of proposal procedures and processes, ensuring complete, accurate and quality proposals are prepared on time.  Further responsibilities include participating in capture planning sessions by contributing relevant historical bid information, industry market knowledge, competitor assessments, commercial strategies, etc.   

This is a highly networked role that requires an ability to work under pressure and to challenging deadlines. 

II.DUTIES AND RESPONSIBILITIES

General duties and responsibilities include but are not limited to:

  • Leads a designated bid team, consisting of technical, project management, commercial, legal and other personnel resources as required, to develop and submit bids that meet the customers’ needs as well as business objectives, on time and adhering to set proposal budgets

  • Proactively work in collaboration with Account Managers to determine strategic approach and win themes including persuasive content, as well as applying lessons learned from past proposals and project execution.

  • Facilitates proposal kickoff meetings and regular status calls

  • Creates the proposal outline and obtains scope descriptions, estimates and other inputs as required from the appropriate delivery groups to create a compliant and competitive proposal

  • Reviews, edits, and provides guidance on the creation of cover letters, executive summaries, and other key parts of proposals

  • Maintains the CRM database with accurate and timely updates (e.g. Start Date, Price, Go/Get information, etc.)

  • Adheres to all Corporate Policies and Procedures including Compliance, Risk and Levels of Authority

  • Facilitates proposal reviews, including Red Team, Gold Team reviews if required. Anticipates and mitigates potential delays to proposal submission, ultimately ensuring on-time delivery of the proposal approvals. Should the plan become ‘at-risk’, facilitates a review of the bid/no-bid decision with key necessary stakeholders

  • Supports presentation of the final proposal to the Senior Management Team if Level 1 Approval is required

  • Leads the Purchase Order acceptance process and reviews Purchase Orders for accuracy and agreement with proposals

  • Anticipates and mitigates potential delays to proposal submission, ultimately ensuring on-time delivery of the proposal

  • Enforces approved style guidelines and ensures a consistent look and feel of all outgoing proposals

  • Works to create and improve best practices that ensure the Proposals process is successful and efficient

  • Recommends and implements improvements of proposal tools and supporting resources

  • Leads proposal improvement initiatives, as identified

  • Recommends and support implementation of supplier development strategies, as well as build relationships with our clients, following up timely on submitted proposals.

KNOWLEDGE, SKILLS AND ABILITIES

  • A team player with strong interpersonal skills

  • Ability to manage several proposals concurrently and works well under deadline pressures

  • Excellent English composition skills to write and edit effective proposals

  • Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint, and Access) and Adobe Creative Suite. InDesign (Photoshop and Illustrator a plus)

  • Strong organizational skills, work planning skills, and the ability to work with minimum supervision

  • Innovation is an asset with proactive mindset to aid in improving processes

  • Strong oral and written skills in order to interact with customers and internal staff

  • Must be familiar with Nuclear projects and engineering/technical terminology

  • Conversant with Nuclear’s corporate objectives, work methods, processes, procedures and organization

  • Strong problem-solving capabilities required to tackle a wide range of unique problems

  • A solid understanding of Nuclear’s costing and pricing models and its principles/requirements relating to treatment of risks, margins and cashflows

QUALIFICATIONS

  • Combination of post-secondary education with relevant work experience, minimum of 7 years of experience

  • Engineer or technical background an asset (spare parts business well weighed as well)

  • Association for Proposal Management Professional (APMP) Foundation level certification is an asset.
