Job Title: Civil Manager – Railway Metro Projects

Location: Manila, Philippines

The position will focus on leading all on-site civil-works activities along with all civil interfaces with other agencies in Railway Metro Projects in alignment with project delivery schedule/ activities to assure cost-effective execution of project deliverables in accordance with contract specifications, quality standards, schedule, and safety requirements.

What will you do?

Project Execution Support:

  • Support the project team in finalization of construction activities of project schedule.
  • Prepare the Civil BOQ and rolling forecast of civil material requirement at site.
  • Coordination of Civil interface activities of RSS/TSS activities with other agencies working at the site.
  • Take lead in negotiation and finalization of contractors along with Project Manager and Supply Chain Manager to be deployed for the project.
  • Review and monitor site progress and contractor performance.
  • Review and monitor civil costs and give inputs to the project manager.
  • Report to Project Manager immediately if any addition work outside the boundary of scope of work is asked by the customer.
  •  Support the Project Manager in claim management.
  • Effective coordination with customer and other agencies to achieve the civil targets/Project Milestones.
  • Responsibility and ensuring thorough implementation of health and safety requirements at site in line with Project and organization requirements.

Site works.

  • Should have good knowledge of handling all type Civil Foundations – Open and Piling.
  • Should have knowledge of preparing method statements of Civil activities.
  • Review and monitor the site construction activities in line with the project schedule.
  • Support the site team in planning construction activities.
  • Monitor performance of contractors and support project manager in claim settlement.
  • Support the project manager in smooth closure of construction activities and taking over by customer.

Bid Support:

Responsible for supporting the Bid Manager in:

  • Assessing the scope of the contract and the construction specification.
  • Assessing the site location and soil conditions through site visits.
  • Reviewing the estimates of the Quantity surveyor / Engineer.
  • Estimating the construction cost based on site conditions and local civil material costs.
  • Forging tie-ups with prospective contractors for site execution.

Stakeholder relations:

Serves as a project representative by building and maintaining effective relationship with customers, other agencies working at site, local organizations and authorities and suppliers to ensure their active support of field activities.

Sub-contractors: Evaluates, finalizes and manages the sub-contractors on site hired by LINXON to ensure necessary quality and progress achieved to meet delivery date and agreed standards.

Health, safety, and environment (HSE) and project security: Supports the site team to prepare construction Health & Safety (H&S) plan.  Ensures all on-site resources are properly trained on company health, safety and environment policy and proactively promotes health and safety considerations to project partners throughout the project.

Experience, Education and other Required:

  • BE Civil with 15 years in field of construction and 5 Years experience in Railway Metro jobs.

  • Diploma with 20 years' experience and minimum 7 years in Railway Metro jobs.

  • Candidates with Civil woks experience of Power System Package in RSS, TSS, DEPOT of AC and DC Railway Metro Projects will be given preference.

  • Candidates must have experience in carrying out the civil works in DEPOT & RSS and TSS buildings and the civil interface activities with other agencies.

  • Good communication skill and handling Overseas Customer
