Job Description
 
The Construction Engineer will provide monitoring and assessment of the quality of UPF and other capital line-item project construction and equipment installation activities.  This position will also support integration requirements to ensue customer satisfaction and timely resolution of issues associated with interfaces amongst contractors as well as with other external and internal organizations.
 
Responsible for supplementing existing UPO staff in monitoring and documenting the quality of construction and equipment installation for UPO and capital line-item projects. 

Coordinate integration and resolution of issues to ensure seamless transitions at construction interface points with external and internal organizations.

Incumbent(s) will be required to assist the Director, Construction, Environmental, Safety and Health Division with the following tasks (examples):

Lead and participate in assessments of construction activities to ensure quality and safe work practices.

Participate in Shadow Assessments led by UPF construction contractor(s), often as the sole UPO representative, to evaluate the contractor’s construction quality assurance/quality control program and ensure quality and safe work practices.

Act as UPO subject matter expert for designated construction practices and assigned specialties.

Provide environmental, safety, and health (ESH) support in identifying, documenting, and monitoring resolution of ESH deficiencies and concerns for assigned project(s).

Coordinate, facilitate, and manage integration of work and unity of effort where assigned project(s) interface with property, equipment, and facilities necessitating action  by either external or internal organizations.

Document the aforementioned actions in accordance with UPO policies and procedures.

Provide field engineering oversight of constructability reviews, construction submittal processing, change request/control, construction quality, and construction work packages.

Represent the Construction, ESH Division as assigned.
 
Due to current law, and in conjunction with the advertised position’s scope of work, candidates that are Non-US citizens are required to be submitted for further approval to the NNSA before being considered for hiring purposes. Education


Possess a bachelor’s degree in engineering or other related discipline

 
REQUIRED AND DESIRED SKILLS

10 years field engineering/construction oversight/monitoring experience on large construction projects executed by the Federal Government.

Substantial prior project management or project management support experience, preferably with Department of Energy (DOE) construction projects.

· 

· 


Must be able to interface with government program representatives on high-level technical and project issues.
 
Ability to successfully make quick decisions and meet goals while working under severe time constraints.
 
Demonstrated ability to be creative with a keen attention to detail.
 
Possess communication and interpersonal skills.
 
Possess planning, organizational, and analytical skills.
 
Possess the technical knowledge to work with multiple functional areas and offices in order to provide comprehensive recommendations.
 
Ability to multi-task between changing requirements and priorities.
 
Requires a motivated self-starter who pays attention to details to support assignments while functioning in a time-sensitive, fluid environment.
 
Position may on occasion require unscheduled or extended work hour.
