This is an exciting opportunity to be part of managing and improving one of the busiest motorways in Europe, the M25, its key arterial link roads serving central London and surrounding area, and the A282 (Dartford Crossing).

Balfour Beatty are part of a consortium including Atkins and Egis Road Operations  UK – creating Connect Plus Services, a unique partnership with a collective strength in highways asset care from finance, through to design, build, maintenance as well as day to day operation.

As part of our 30-year remit to manage and improve the capital’s orbital motorway network, we deliver major improvement projects, such widening 38 miles of the M25, refurbishing tunnels and bridges, and installing hundreds of variable messaging signs and gantries, helping to maximise the use of the network and deliver more reliable journeys. We also manage the Dartford River crossing, and operate and maintain 440 kilometres of motorway providing our customer and road user with a world-class highway service.



Provide cost effective design solutions to maintain or improve the roads asset to the standards agreed and considering the needs of key stakeholders. Deliver the outcomes agreed with the Highways England and Connect Plus DBFO Co. to programme and budget.

·         Oversee improvements, schemes including surfacing, drainage, safety fencing, signing, lining, signals, ecology, technology etc

·         Report on a bi-weekly basis on performance against budget and programme

·         Identify schemes that need to be included in the programme

·         Assist the Network Strategy Manager in the proposals process

·         To be the line manager for the Senior members of  the design team

·         Ensure sufficient resources are available to deliver the portfolio

·         Actively manage scheme costs through regularly reviews and adjust forecasts and balance overall portfolio accordingly

·         Commission and manage external resources in terms of quality, budget and programme

·         Supervise the preparation of designs, reports, specifications and other deliverables as required to budget and programme

·         Lead at portfolio meetings

·         Ensure specifications and documents are appropriate and meet the expected levels of quality

·         Seek innovation in the delivery of schemes and techniques used in design and construction

·         Ensure the IMS system is actively applied to all designs

·         Prepare and manage the production of individual schemes programmes as required

·         Proactively manage road-space across Improvements for M25 and Dartford Crossing

·         Co-ordinate and organise fortnightly progress meetings, updating programme where necessary

·         Ensure flow of information between designers, project QA and deliver service manager

·         Identify potential problems early within all stages of the programme and take actions to resolve

·         Ensure the Principal Designer duties under CDM are met for schemes.

 

Qualifications/ skills/ experience:

  • Membership of an appropriate professional institution (ICE or IHT)
  • Registered with the Engineering Council to at least CEng level
  • 5 days of CPD in last 12 months including 3 related to highway engineering
  • Project management skills
  • Competent in highway engineering
  • Broad skills, knowledge and understanding of other highway related design areas
  • Knowledge of CAT process (CAF and TOCCA)
  • Knowledge of CDM and other H&S legislation
  • Competent in exercising the Designer’s obligations of CDM
  • CSCS Management, or Professionally qualified persons Card
  • Understanding of environmental requirements of highway schemes
  • Detailed knowledge of design codes (DMRB / MCDHW etc) relevant to highway engineering
  • Knowledge of Highways England and Connect Plus Services procedures necessary to deliver a Highways project
  • Knowledge of the use of computer design applications
  • Knowledge of Quality Management and IMS
  • Relevant vocational qualifications (MEng / MSC/ BEng / BSc / HNC and HND)
  • Consultation experience with Highways England, Local Councils, Emergency Services and key stakeholders
  • Substantial experience in Highway Engineering and operating at a senior level
  • Proven experience of leading design teams and coordinating interfaces with other disciplines
  • Experience in the design and construction of highway schemes
