NEOM-the Line programme will grow and evolve and become the largest capital project world-wide.  The Programme aims to challenge the “status-quo” with the intention of delivering a real meaningful change such that NEOM is referenced as world class and world leader is numerous areas.   NEOM - the Line is a combination of multi-modules with each module representing a complex multi-discipline element of the overall Programme with both standard, unique and bespoke scope aspects.

We are hiring a Design Manager with experience in major projects whose primary purpose will be to the oversight of consultants, to the review of design deliverables and to the identification of subjects/deliverables requiring support from Subject Matter Experts.

The Design Manager is a key participant in the delivery team and the engineered design management team and is responsible for managing the design development services of design consultants to achieve scope, schedule and budget targets in the consultancy services agreement and contribute toward achievement of construction milestone dates.

Key Responsibilities

  • Champion health, safety, welfare of design management staff and consultants
  • Collaborate with design managers of all disciplines and workstreams.
  • Collaborate with interface managers and stakeholder managers.
  • Collaborate with project controls staff.
  • Manage implementation of Safety in Design procedures by consultants.
  • Manage implementation of Design to Budget procedures by consultants.
  • Manage implementation of NEOM procedures for design development and design delivery by consultants.
  • Assist in preparing scopes services for use in RFPs and Service Orders.
  • Manage development of tender documents for use in tendering processes (consultancies; contractors; design/build contractors; others).
  • Contribute to review of deliverables from consultants.
  • Manage the design review process including engagement with Consultant, Projects, Proponent and Sector staff.
  • Manage the technical delivery of services by design consultants.
  • Contribute to overall reporting of progress vs. programme of consultants’ services.
  • Contribute to overall reporting on cost vs. contract value of consultants’ services.
  • Manage the coordination of design schedules with procurement and construction schedules.
  • Contribute to the management of risk within remit (individual consultancies; broader design development and impact on overall programme).

Experience

  • 10-15 years’ experience in design and design management in the employ of consultant and/or contractor.
  • Minimum 4 years’ experience as an engineer in preliminary and final design development (i.e. plans and specifications).

Skills

  • Effective communication (written and verbal) at all levels of the organisation
  • Design leadership of multi-location and multi-cultural teams.
  • Skill in formulating and communicating clear direction to design consultants - defining and prioritising objectives.
  • Skill in influencing decision-making through marshalling of facts, persuasively presenting recommendations and calmly, positively responding to challenge and scrutiny.
  • Chairing of meetings to achieve objectives in minimum time.

Qualifications

  • Bachelors and/or Masters degree in engineering or architecture from a certified educational program.
