Summary:

Reporting to the VP Bids & Strategy, the Director of Bids & Proposals will lead a team of Senior Bid Leads, and Bid Leads while managing the timely development and submission of compliant, high quality bids. The Director - Bids & Proposals also oversees the assembling of multi-discipline proposal teams (by the various Bid Leads) with the relevant service / product / business knowledge required to win orders. Responsibilities also include the introduction, implementation, and maintenance of all necessary proposal procedures and processes. Further responsibilities include participating in capture planning sessions by contributing relevant industry market knowledge, competitor assessments, commercial strategies, etc. This is a highly networked role that requires an ability to work under pressure and under challenging deadlines.

Responsibilities:

  • Leadership and Management of the team of Bid Leads / Bid Managers and ensure that the team consistently delivers compliant, professionally produced proposals within customer defined timeframes. Each bid lead leads and manages a designated bid team, consisting of technical, project management, commercial, legal and other personnel resources as required, to develop and submit large or complex proposals that meet the customers’ needs as well as business objectives, on time and adhering to set proposal budgets.
  • Oversee and coordinate as necessary the process of reviewing /editing proposal input from a variety of stakeholders, typically involving contributions from business development, marketing, technical / product / service teams, finance, commercial, legal and project delivery.
  • Ensure proactive and effective collaboration with bid stakeholders from Account Management, Project Engineering, Project Delivery, and Commercial teams.
  • Participate in all necessary bid reviews and makes key decisions on bid strategies in response to changing requirements.
  • Ensure that the team creates the proposal outline and obtains scope descriptions, estimates and other inputs as required from the appropriate delivery groups to create a compliant and competitive proposal.
  • Take part in Reviews, edits, and provides guidance on the creation of cover letters, executive summaries, and other key parts of proposals.
  • Ownership of the proposals database with accurate and timely updates by team members (e.g. Start Date, Price, Go/Get information, etc.)
  • Ensure 100% team adherence to all Corporate Policies and Procedures including Compliance, Risk and Levels of Authority, etc.
  • Facilitates proposal reviews, including Red Team, Gold Team reviews.
  • Assist bid leads as necessary in presenting the final proposal to the Senior Management Team if Level 1 Approval is required.
  • Ensures consistent look and feel of all outgoing proposals.
  • Works to create and improve best practices that ensure the proposals process is successful and efficient.
  • Recommends, manages and implements improvements of proposal tools and resources.
  • Drives process excellence and continuous improvement.

Supervisory Responsibilities:

  • Manage the team of Bid Leads and Senior Bid Leads with full accountability for team performance against set targets.
  • Manage employee development, performance assessment, coaching and mentoring, etc.
  • As key member of the Bids & Strategy Management team, along with the Director - Major Bids and Strategy, assists the VP – Bids & Strategy in the overall strategic planning and the execution of the plan.
  • Provide vital inputs and meaningful contributions during bi-weekly management reviews for ensuring that results are in line with or above expectations.

Qualifications:

  • Bachelor's degree in related field (business, marketing, engineering, etc.) preferred, other degrees such as Communication, Journalism, and English are acceptable
  • Ideal candidates should possess 10+ years of experience in a marketing, sales, or business development role within the Engineering/Construction industry with previous management experience.
  • A team player with strong interpersonal skills
  • Communicate and influence at a senior level.
  • Ability to coach proposal content generators and subject matter experts in persuasive writing and proposals best practices.
  • Proposal automation software (or similar) experience.
  • Document template management in line with company branding.
  • Strong time management / prioritization skills.
  • Excellent English composition skills to oversee the production of winning proposals
  • Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint, and Access) and Adobe Creative Suite including In Design (Photoshop and Illustrator a plus)
  • Strong organizational skills, work planning skills, and the ability to manage concurrent activities by team members.
  • Innovative mindset, results focus.
  • Strong oral and written skills in order to interact with customers and internal staff.
  • Must be familiar with Nuclear projects and engineering/technical terminology.
  • Conversant with Nuclear’s corporate objectives, work methods, processes, procedures and organization.
  • Strong problem-solving capabilities required to tackle a wide range of unique problems.
  • Must have a solid understanding of Nuclear’s costing and pricing models and its principles/requirements relating to treatment of risks, margins and cashflows.
