Work focuses around tracking contract opportunities, preparing and leading pursuit/proposal activities, and managing contract execution for federal agencies who missions are focused around disaster response, contingency engineering, or resilience program activities

Atkins seeks an energetic and highly motivated self-starter to join our CA Resilience, Response & Recovery Group as a Director, Contingency and Facility Engineering. This position can sit in either of the following offices; Alexandria, VA, Calverton, MD, Atlanta, GA, or Orlando, FL.

How will you contribute to the team?

  • Drive sales and revenue goals for the federal business unit for program and projects that will involve net revenues totaling between $2.5 million to $5 million annually (and $10M-$20M over the life of the program) and require specialized technical expertise. totaling between $2.5 million to $5 million annually (and $10M-$20M over the life of the program) and require specialized technical expertise
  • Management assignments typically involve oversight and direction on large, multi-discipline assignments, including unconventional or complex projects made up of 1 or 2 highly sophisticated and specialized technical components generating annual net revenue between $2.5 million to $5 million annually.
  • Projects typically involve high levels of regulatory agency involvement or very complex technical requirements.
  • Provide leadership, direction, and technical guidance to senior project managers and project managers within assigned area of responsibility to ensure that quality management and technical services are provided to clients and that operating performance targets are met.
  • Typical project scope of services include program management, policy and strategic program development, construction management engagements. Work may also include post-disaster/post-event assessment of buildings and other infrastructure elements, codes and standards development and tracking. Lead large resilience, and recovery projects may include design-build or design-build-operate-maintain undertakings in addition to program management activities.
  • Mentors senior project managers and project managers associated with sophisticated and unconventional projects.
  • Can lead and perform security and natural-hazard assessment programs aimed at developing program resilience for clients and their infrastructure and facilities.

What will you contribute?

  • Bachelor's degree in Civil Engineering, Graduate degree preferred. Management coursework and/or MBA a plus.
  • This level may be achieved by technical professionals or managers with twelve years of experience since B.S. or eleven years since M.S., with at least three of these years in the Senior Project Manager position with highly complex project management responsibility
  • Excellent technical and interpersonal skills, public speaking and persuasive ability; very strong financial management, team management, and leadership skills; ability to manage and coordinate efforts of various projects to produce budgeted profits and overall results.
  • Possesses specific expertise to the extent that the individual is regarded as a regional or potentially national expert in a specific discipline, contract delivery method, particular type of project, planning process, design method, or modelling technique that drives security, infrastructure protection, or other resilience/mitigation/recovery programs.
  • Exposure to policy development, grant programs, and response and recovery projects
  • Past experience with facilities and/or infrastructure assessments, design, and construction is preferred. Past project and program focus on hazard-resistance, security, resilience, and building codes/standards is desired.
  • Interested in candidates that have solid relationships within agencies including the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Housing and Urban Development (HUD), Department of Energy (DOE), General Services Administration (GSA), or other major federal agencies.
  • Personal computer proficiency is required
  • 5 years experience supporting DHS, FEMA Public Assistance or Individual Assistance programs , US Army Corps of Engineers (USACE), HUD, DOE or other large federal agencies is preferred
  • Experience in managing/dealing with clients
  • Experience handling projects/task orders over $1M
