Atkins, Balfour Beatty and Egis Road Operations UK are part of a consortium, creating Connect Plus Services, a unique partnership with a collective strength in highways asset care from finance, through to design, build, maintenance as well as day to day operation.

 

As part of our 30-year remit to manage and improve the capital’s orbital motorway network, we deliver major improvement projects, such widening 38 miles of the M25, refurbishing tunnels and bridges, and installing hundreds of variable messaging signs and gantries, helping to maximise the use of the network and deliver more reliable journeys. We also manage the Dartford River crossing, and operate and maintain 440 kilometres of motorway providing our customer and road user with a world-class highway service.

We are currently looking for a Professional Head Structures to join us working out of either of our main depots (South Mimms, Dartford or Leatherhead)

Role Purpose:

To provide technical leadership and direction for M25 DBFO structures asset management, setting out the strategic approach to achieve contract performance and asset management objectives.  Taking the lead on maintaining the structures element of the Asset Management Strategy.


To be accountable for defining the technical requirements for asset management systems and processes, including; inspection, condition data review, maintenance and renewals scheme identification and strategies for Structures assets.  To ensure data is used in the most efficient and effective way to maximise investment and performance.


To work closely with the Investment, Technical, Design, Scheme Delivery and Service Delivery teams across both Connect Plus and Connect Plus Services to optimise the value of the Asset, whilst minimising the impact on the network and the environment to achieve the Connect Plus Services, Connect Plus and Highways England strategic objectives.


To proactively drive continual improvement, identifying examples of applicable best practice through engagement with parent companies and the industry as a whole




Accountabilities


To promote identification of potential improvement funding opportunities weighted against Highways England Value Management principles and Contract Change Impact


To formulate effective strategies for Structures asset management consistent with the business strategy and contract obligations, including hand-back requirements, setting clear priorities and objectives as well as identifying potential threats and opportunities.


Oversee the production and delivery of the 1, 5 and 30 year Asset Management Forward Plan (AMFP) and programme, ensuring it aligns with the Strategy.


To identify best practice and innovation from within the industry, parent companies and elsewhere and promote adoption where appropriate in CPS to proactively drive continual improvement.


To foster a collaborative working relationship with the on-road teams, advising on technical aspects of maintenance.


To develop and implement effective performance measurement and controls.


To develop collaborative relationships with stakeholders at all levels.


To identify the need for change, to be responsible for delivering the change without adversely affecting performance. To take a long-term view of the organisation, driving change that will improve efficiencies and effectiveness.


Provide technical support to assess and advise on the impact of changes in standards, third party works and network improvement schemes.


Requirements


·         Degree or equivalent qualification in Civil Engineering, Structures or related subject.

·         Professional Qualification, MICE, MIAM, MIStructE, MAPM or similar

·         Technical leadership experience at a senior level

·         Significant, proven experience in asset management or similar transferrable experience

·         Practical understanding of structures maintenance, engineering and renewal

·         Significant experience in performance improvement

·         Significant change management experience
