SNC-Lavalin Atkins business seeks an energetic and highly motivated self-starter to join our New York City office as a Project Prime Contracts Manager.


MAJOR FUNCTION/ROLE
  • Responsible for all dimensions of contract administration, including negotiation, correspondence, documentation, certification, financial reporting and product delivery for major contracts. As necessary, assists project/program managers with regulations and interpretation and applicability of terms ands conditions; may interfaces with clients' contracting officer or specialist on contractual issues.

JOB DUTIES

Pre-Contract Activities

  • Preparation of Teaming Agreements, NDA’s with Potential clients and subcontractors
  • Review of RFP/Identification of Risks or support preparation of PRTC
  • Coordination with Small Business Manager for SB plans
  • Support negotiations of terms or provide suggestions for the incorporation of comments in proposal regarding terms
  • Identify onerous terms or terms requiring commercial actions that should be priced
  • Support compliance with the Level of Authority requirements
  • Assist with the Business Partner identification and compliance 
  • Support business strategy for the effort

Project Execution/Implementation
  • Contract Review:
    • Review of terms and conditions
    • Identification of onerous commercial provisions
  • Amendment/Task Order/Change Order Review:
    • Identify conflicts with contract and compliance with proposals
  • Prepare Contract Summary to support the Project Execution Plan:
    • Ensure PM is aware of contractual terms risks and unique reporting
  • Support the maintaining of the risk register by identification of additional risks due to terms (NTP’s)
  • Maintain a Contract Summary:
    • Summary of prime contract with each amendment/change order listed with brief summary of the contract document
  • Provide advice and interpretation of contract provisions
  • Enforce/support the Small Business requirements
  • JV document administration (updates, revisions)
  • Support Client/contract correspondence
  • Coordinate project rate and price changes 
  • Assist or be responsible for receivables follow up resolution
  • Review Contract Set up in Oracle for accuracy
  • Input contract attributes in Oracle to support reporting
  • Identify provisions that need to be specifically called out in subcontract documents
  • Assist with identification of claims

Close Out
  • Resolve outstanding commercial issues
  • Assist with project close out
  • Coordinate any Release of Liens requirements
  • Assist with OH true-ups, if applicable



 

EDUCATION AND EXPERIENCE
  • Bachelor’s degree in Business Administration or related field, plus a minimum of eight years relevant experience, five of which must be related to FAR procurement or contracts administration OR Master's degree in Business Administration or related field, plus a minimum of six years relevant experience, five of which must be related to FAR or State procurement or contracts administration.
  • Must demonstrate knowledge and working familiarity with the FAR or State law and regulation. Experience with multiple contract types, performance-based contracting and GSA is required.

SPECIAL SKILLS
  • Good analytical and organizational skills. Ability to perform mathematical calculations, to understand contract plans and specifications, organize information, and effectively utilize PC and applicable software.
