TransitNEXT is a wholly owned subsidiary of SNC-Lavalin. As the sole proponent in the TransitNEXT team, SNC-Lavalin is awarded the design, build, finance and maintenance of the new extension, and will also assume responsibility for the long-term maintenance of the existing Trillium Line.

As part of the Trillium project based in Ottawa, we are looking for a qualified Purchasing Specialist.  The incumbent will be responsible to source the procurement packages, assist with the strategy and participate in procurement planning and construction packages.  The selected candidate will also participate in the preparation of estimates and budget control.

How will you contribute to the team?

  • Finalize the development of commercial conditions for purchase orders

  • Prepare and update the list of bidders for the purchase orders; obtaining any necessary approval

  • Ensure the implementation and compliance of all policies and procedures for procurement

  • Upon receipt of technical evaluations, prepare commercial recommendations

  • Prepare and execute purchase orders in accordance with project procedures

  • Ensure any action relating to the payment of customs duties

  • Ensure the appropriate application of methods and systems of control materials on site

  • Prepare Request for Quotation documents and Addenda per project procedures;

  • Receive, distribute all quotations, communications to/from Bidders and Project Procurement;

  • Coordinate evaluation with Engineering, prepare commercial bid clarifications, chair meetings including Minutes of Meetings, post bid addenda, etc.  Evaluate commercially and make combined recommendation for award;

  • Prepare formal Purchase Order Documents and Amendments for approved changes and manage, prepare, issue and control Request for Changes and Amendments;

  • Communicate with all vendors, engineering and other project personnel as required;

  • Other administrative activities as required including file set up and management, coordinating input and assisting in settlement of any claims, updating status in computerized procurement system, issuing Status Reports, and completing PO close out activities per procedures.

  • Ensure that the specified quality control and testing requirements on equipment and materials are incorporated in contractual documents.

 What will you contribute?

  • College degree in a related field is an asset

  • Minimum of 5 years of experience in the areas of procurement (preferably in the domain of consulting engineering)

  • Knowledge of legal aspects related to supply

  • Team oriented

  • Knowledge of procurement mechanisms, expediting, logistics, construction contracts, material control and quality surveillance

  • Ability to multi-task

  • Ability to exercise judgment and make decisions based on the interpretation of policies relating to the planning and implementation of procurement activities

  • PMAC accreditation is preferred;

  • Strong problem solving and analytical skills;

  • Excellent verbal and written communication skills;

  • Highly developed analytical;

  • Ability to work within deadlines in a fast paced and sometimes high-pressure environment.

  • Excellent oral and written English skills are essential

  • Experience in engineering/construction of infrastructure and heavy civil works is an asset
