Atkins seeks an energetic and highly motivated self-starter to join our EcoSciences Group as a Senior Natural Resources Scientist/Project Manager in our Henderson, NV office.
MAJOR FUNCTION/ROLE
The Senior Natural Resources Scientist/Project Manager will join our vibrant planning, transportation engineering and water engineering teams to establish an environmental practice in our Henderson, NV office. While exercising technical expertise and providing environmental project oversight, a secondary focus will be working with our local Business Units to develop sufficient workload to begin building an environmental team for the long term. Projects will mostly be focused in Nevada but support may also be provided across the West and Mountain region. This position will support the Business Unit’s state, municipal and transportation businesses and will build into guiding and supervising junior to mid-level staff.
Under direction, provides the expertise of a seasoned scientist to all conventional aspects of functional area and apply advanced concepts and techniques to unconventional problems. May function as an individual researcher or technical specialist. Carries out complex or novel assignments requiring the development of new or improved techniques and procedures.
Applies technical expertise and project management experience to manage project teams on conventional and unconventional projects. Also performs the basic project and proposal functions of production coordination, planning, organizing, directing, controlling, financial management and marketing assistance.
JOB DUTIES
- Prepares technical reports and permit applications in support of the U.S. Army Corps of Engineers (USACE) permitting, the NEPA process, and provides peer reviews of reports prepared by others. Will be expected to contribute to the preparation of Environmental Assessments and Environmental Impact Statements and their resource studies.
- Oversees or conducts natural resource field investigations, including but not limited to identification of waters of the United States, including wetland delineations, typically in the Central and Mojave basin and range; threatened and endangered species coordination; habitat evaluations; presence/absence surveys, specimen collection and handling; construction monitoring; stormwater and erosion control monitoring and compliance; soil/water sampling; data entry, processing, and interpretation.
- Develops and evaluates plans and criteria in terms of quality assurance or environmental impact.
- Analyzes technical problems.
- Devises new approaches and alternative solutions.
- Conducts and analyzes scientific studies.
- Assembles technical data and writes reports and permit applications including applications to the USACE.
- Monitors, coordinates and/or provides direction on quality control efforts within area of responsibility.
- Prepare scopes of work and fee proposals for mid-sized and complex work efforts. Support and initiate business development efforts for larger, more complex efforts.
- May manage projects. Directs project team and client compliance with contract terms and monitors subcontractors' compliance with contractual commitments. Prepares project work plan, scope, schedule and budget, and communicates these to project team members; monitors/manages project production for compliance with schedule, budget and quality objectives. Monitors reports and schedules to ensure appropriate charging of manhours, costs and expenses to projects, and to communicate project progress/status to senior management.
- Performs such other duties as the supervisor may from time to time deem necessary.
EDUCATION AND EXPERIENCE
- B.S./B.A. or M.S. in a field of natural resources to commensurate with hiring discipline; M.S. or graduate level coursework preferred. This level may be achieved by Scientists with minimum seven years' experience since Bachelor's degree, or six years' experience with Master's degree; typical incumbent has eight to ten years' experience.
SPECIAL SKILLS
- Proven analytical skills, technical writing, computer and communication skills.
- Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.
- The ideal candidate would have direct experience and knowledge in the ecosystems of the Central and Mojave Basin and Range regions.
- GIS skills and GPS equipment familiarity are considered a plus.
- Prior experience with Los Angeles or Sacramento Districts of the USACE and Nevada DOT projects preferred.
- Prior absence and presence survey experience as well as USFWS scientific permits or ability to obtain permits also preferred.
PROFESSIONAL REGISTRATIONS
- Professional Wetland Scientist, and Project Management Professionals preferred but not required.
ADDITIONAL REQUIREMENTS
- Ability to process paper/electronic documents and utilize computer equipment; ability to communicate clearly both orally and in writing; ability to visit project sites if necessary.
- Job also requires ability to plan, prioritize and review technical studies and reports, evaluate alternatives, and devise appropriate solutions.
- Ability to work under the pressure of multiple projects.
- Periodic travel will be required but is expected to be infrequent.
- Must be confident working in harsh and inhospitable outdoor climates in the southwestern and western US during all times of the year.
- Must maintain a keen awareness of safety protocols in the field and in the office.
- For those positions where local travel is required and no company vehicle is available, candidate must own, and be legally able to operate, a motor vehicle. The vehicle must be in good working order and insured. Mileage reimbursement allowance will be available.
